The Human Resource Manager is responsible for working with the team for the overall administration, coordination and evaluation of the human resource function. Essential Functions

Development of the Human Resources Department:

  • Participates in the selection of Human Resources consultants, attorneys, and training specialists, and coordinates company use of insurance brokers, insurance carriers, pension administrators, and other outside sources.
  • Works with practice leads in the development of department goals, objectives, systems, guidelines and milestones.
  • Maintain knowledge of industry trends and employment legislation and ensures organization's compliance.
  • Maintain responsibility for organization compliance with federal, state and local legislation pertaining to all personnel matters.
  • Maintains and communicates changes in the organization's personnel policies and procedures and ensure that proper compliance is followed.


Training and Development:

  • Works with managers to develop training programs. Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports.
  • Leads the implementation of the performance management system that includes performance improvement plans (PIPs) and employee development programs.
  • Establishes an in-house employee training system that addresses company training needs including training needs assessment, new employee orientation or onboarding, management development, and production cross-training.
  • Assists managers with the selection and contracting of external training programs and consultants.
  • Assists with the development of and monitors the spending of the corporate training budget.
  • Coordinate or conduct exit interviews to determine reasons behind separations.


Employee Relations:

  • Formulates and recommends Human Resources policies and objectives for the company with regard to employee relations.
  • Partners with management to communicate Human Resources policies, procedures, programs and laws.
  • Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
  • Conducts investigations when employee complaints or concerns are brought forth.
  • Monitors and advises managers and supervisors in the progressive discipline system of the company.
  • Monitors the implementation of a performance improvement process with non-performing employees.
  • Reviews, guides, and approves management recommendations for employment terminations.
  • Leads the implementation of company safety and health programs. Monitors the tracking of OSHA-required data.
  • Reviews employee appeals through the company complaint procedure.


Compensation and Benefits:

  • Establishes the company wage and salary structure, pay policies, and oversees the variable pay systems within the company including bonuses and raises.
  • Leads competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff.
  • Coordinate wih brokers on national benefits environment for options and cost savings.
  • Leads the development of benefit orientations and other benefit training.
  • Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.


Organization Development:

  • Manages employee communication and feedback through such avenues as company meetings, suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and intranet use.
  • Identifies and monitors the organization’s culture so that it supports the attainment of the company’s goals and promotes employee satisfaction.
  • Prepares reports for the executive team using business metrics and KPIs.
  • Recommends, evaluates and participates in staff development for the organization.
  • Develops and maintains a human resource information system that meets the organization’s personnel information needs.
  • Decides and acts on initiatives for equal opportunity, diversity, etc.


Work Environment

This job operates in a professional office environment and it is important for this person to be visible and accessible in the Richmond office. Limited travel may be required for other office locations.


Required Experience

  • 4-6 years’ related experience or training, or equivalent combination of education and experience
  • Experience in the administration of benefits and compensation programs and other Human Resources programs.
  • Deep knowledge of HR functions (talent management, compensation and benefits, training etc.)
  • Ability to use metrics and analytics
  • Excellent interpersonal and coaching skills
  • Knowledge of local and federal labor law and compliance
  • Working Knowledge of MS Office and database management experience
  • Aptitude in communicating and public speaking
  • Well-organized with excellent leadership qualities
  • Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement preferred
