Background

PLOWS Council on Aging is a non-profit social services organization serving individuals 60 years of age and older in Palos, Lemont, Orland and Worth Townships. In the four townships there are twenty municipalities and 70,000 persons over the age of 60. PLOWS places special emphasis on helping people maintain their independence and provides a number of services with that objective in mind. Promoting independent living; providing options for long-term care decisions; facilitating financial stabilization; protecting vulnerable older adults; and supporting caregivers are primary goals that inform the agency’s work. Founded in 1975, PLOWS Council on Aging has a reputation for excellence not only in the communities it serves, but throughout the aging network across the State of Illinois.

Overview

The Human Resources Manager is directly responsible for the overall administration, coordination, and evaluation of the human resources function. Reporting to the Executive Director, this person will serve employees, managers, and volunteer leaders as an internal subject matter expert for human resources.

The Human Resources Manager is responsible for the full range of human resources responsibilities including talent management, training and professional development, employee relations, compensation, and benefits. This position will be asked to lead special projects as needed.

This role will play an integral part in creating and nurturing an employee-centric, high-performing culture in partnership with managers. The ideal candidate will be both strategic and detail-oriented and understand how the HR function supports the overall organization and its mission to serve.

The Human Resources Manager role is a newly created position.

Essential Functions and Responsibilities

• Support the organization’s mission, vision, and values in daily activities and the creation of strategic goals
• Plan, develop, implement, and continuously evaluate all Human Resources policies and procedures
• Identify personnel needs and implement systems to address those needs (e.g., tracking and reporting staff turnover, compliance monitoring)
• In partnership with the Executive Director and managers, manage the recruiting and hiring of new staff and interns including the designing of job postings, job descriptions, initial interviews, etc.
• Onboard all new employees
• Oversee performance management, training and development, and compensation designs and plans
• Manage and administer all of the organization’s benefits including health insurance, dental insurance, retirement plan, etc.
• Collaborate with the Finance Department in developing and implementing all policies related to payroll, workers compensation, insurance, unemployment, etc.
• Possess current knowledge of workplace laws including federal, state, and local regulations that apply to the organization
• Manage and maintain confidential personnel files on all employees and in partnership with managers, make sure the necessary documentation for employees is updated or renewed within required deadlines
• Advance professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; and participating in professional societies

 

Requirements

• Bachelor’s degree in human resources, business administration or related field; Master’s degree in HR, business, or related field preferred 

• PHR or SPHR certification desired
• 6-8 years of increasingly responsible human resources experience
• Excellent interpersonal/networking/relationship-building skills
• Strong understanding of HR, legal, and labor issues
• Demonstrated experience handling employee relations issues
• Specific knowledge of human resources processes and practices (employment law/compliance, compensation, organizational development, leadership development, benefits, compensation, risk management)
• Knowledge of data analysis and reporting
• Required competencies include: consultative and collaborative mindset; excellent organizational and leadership skills; strong written and verbal communication skills; relationship management orientation; business acumen; and critical thinking skills
• Experience in change management a plus
• Proficiency in MS Office
