Under the direction of the City Manager, the Human Resources Manager is responsible for planning, organizing, and performing complex human resources functions and programs. Primary duties include:

Report to and confer with the City Manager on City-wide personnel policies and department-specific policies, services, programs and activities';

Administer and perform professional and technical duties including recruitment and selection, classification and compensation, labor relations, employee relations, workers' compensation, safety and staff training;

Participates in labor relations activities, including contract negotiations, meet and confer, state mediation, and fact-finding sessions;

Conduct disciplinary and other investigations and recommend a course of action; prepare actions, i.e., reprimand, suspension or termination. Consult with legal counsel on actions and present to City Manager and department director.


The ideal candidate for the Human Resources Manager will have a minimum of five years of increasingly responsible experience. A Bachelor's degree from an accredited college or university with major course work in human resources, personnel management, public administration or a closely-related field is required. Possession of, or ability to obtain a valid CA Driver's license is required. Applications from interested applicants employed in either the private or public sector welcome.
