PRN Ambulance is the leading provider of patient logistics services to hospital systems in Southern California. Established in 2000 in Los Angeles, PRN continuously forges new partnerships that allow its professionals to help more patients in more places. We are looking for a dynamic HR Manager to oversee all HR functions for the Los Angeles company and build the company culture. Job Summary:

The Human Resources Manager oversees the HR team with management of the human resources processes, and procedures regarding employee relations, on-boarding/off-boarding oversight and more. The HR Manager ensures legal compliance by monitoring and implementing applicable human resource requirements at both a federal and state level. In addition, key areas of focus are leadership/staff development and retention, maintaining positive employee relations, policy and labor union contract negotiations and compliance, performance management and employee engagement. Responds to a wide variety of employee queries, issues, and concerns. 

Essential Duties and Responsibilities:

  • Provide HR advice and consultation to management and exempt/non-exempt employees on performance issues, conflict resolution, policy interpretation, and other employee relations issues, ensuring fair and consistent enforcement of policies and practices
  • Advocate and offer guidance and counseling to employees concerning work-related issues and work to resolve issues in a proactive and positive manner
  • Collaborate with management on initiatives to improve employee morale and reinforce core values
  • Manages guidelines by preparing, updating, and recommending human resource policies and procedures and ensuring compliance with federal, state, and local employment laws
  • Collaborates with HR team in order to best respond to employees’ queries, issues and concerns
  • Participates in union bargaining and negotiations; interpret the CBA and assists with training management
  • Assists with gathering and responding to union information requests
  • Oversees the new hire on-boarding for approx. 50+ new hires monthly to ensure a smooth transition to the Company, working closely with Recruiting, Training and Operations
  • Assists with employee orientation, as necessary
  • Responsible for tracking I9s that need follow up due to expiring immigration status and confirming updated I9s are handled timely
  • Responsible for the employee certification tracking and procedure and ensuring compliance with any County or City audits
  • Oversees the off-boarding process, including ensuring employees receive their final paycheck and required documents on their last day
  • Researches and analyzes HR data and prepare reports as requested by HR leadership and management
  • Maintains the work structure by updating job descriptions and requirements for all positions, including reviewing job classifications
  • Responsible for ensuring the HR department responds timely to employee concerns and meets any applicable deadlines
  • Responsible for conducting high level employee investigations
  • Coaches management on appropriate discipline level and reviews draft discipline created by manager
  • Facilitates effective and positive resolution of employee issues, displaying a genuine interest and respect for people and their concerns
  • Work closely with the General Manager and/or Executive Director of HR/Payroll on any legal concerns
  • Assists with preparing governmental reports (with payroll) such as AAP, VETs and EEO-1 for timely submission to various entities
  • Manages OIG Report requirements and reviews results for any issues that need to be addressed
  • Oversees Labor Law posting for all locations and for any updates during the year
  • Oversees personnel file management
  • Represents the organization at hearings working closely with HR leadership and the GM
  • Participates with unemployment claims processing
  • Interacts with government officials such as Police and Fire around government requests for information; processes government requests and assists with file review when requested in person
  • Review exit surveys for trends and summarize the findings quarterly
  • Work closely with HR leadership on preparing, updating and recommending handbook policies and procedures
  • Manage and provide guidance to the human resource staff related to day-to-day decisions, and their development and career goals
  • Mentor the HR department and contribute to the team effort to have an approachable and trusted HR team and contribute in developing and maintaining the Company culture
  • Consults with and advises leadership on human resources efficiencies
  • Responsible for keeping the Executive Director of HR & Payroll “in the know” on hot issues and concerns
  • Work closely with the Corporate office regarding payroll, benefits, leaves of absences and union labor matters
  • Remains professional and knowledgeable by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies
  • Responsible for succession planning for critical and managerial roles, as well as all HR roles
  • Performs other projects and duties as assigned


Minimum Qualifications:

  • Bachelor’s degree in Human Resources or Labor Relations or related area
  • Minimum of 8 years’ experience in Human Resources with multiple disciplines of HR (hiring, performance management, exempt/non-exempt classification, employment law, organizational development, labor relations and working with unions
  • Prior management experience required
  • Strong knowledge of federal, state, and local laws and regulations relative to labor and employment issues (FMLA, FLSA, ADA, etc.)
  • Prior experience in a union environment with ability to review, interpret and assist with training on the CBA
  • Ability to develop project plans and lead and/or act in key role on strategic projects and initiatives
  • Ability to exercise sound judgment, set priorities, organize, implement and administer effectively in all areas of accountability
  • Excellent interpersonal and communication skills with the ability to maintain effective working relationships with union officials, employees, agencies and management
  • Able to work collaboratively and independently with minimal supervision
  • Ability to use sound judgment including maintaining confidentiality
  • Ability to prioritize and multitask effectively in a fast paced, confidential environment with competing priorities
  • Ability to work collaboratively with multiple departments with positive enthusiasm
  • Ability to be available for all extraordinary events including after hours, weekend, and holidays
  • PHR/SPHR preferred
  • Proficient in MS Office (Word, Excel, PowerPoint) and HRIS systems
  • SHRM-CP Preferred
  • Customer service mentality coupled with the energy and desire to make a positive impact in the workplace
  • Outstanding communication and presentation skills
  • Preferred experience working with a corporate HR department
  • An absolute commitment to confidentiality, honesty and integrity is required in this role

Physical Demands:

  • Must be able to sit for an extended period of time
  • Requires frequent repetitive hand movements, standing, walking, reaching and grasping
  • Extensive use of keyboard computer
  • Must be able to hear and communicate clearly to perform job duties in person and over the telephone
  • Adequate vision required to be able to read information from printed sources and computer screens
  • Some travel among PRN locations may be required
