JOB TITLE:       Human Resources Manager

REPORTS TO:   Chief Executive Officer



-        Minimum of a Bachelors’ degree in Human Resources or business-related field, certification preferred

-        Three to five years experience in human resources with three years in a leadership position

-        Possess excellent problem solving, decision-making, interpersonal, coaching and management skills

-        General knowledge of employment laws, benefits, compensation, employee relations, safety, training and development

-        Ability to effectively communicate both orally and writing

-        Ability to relate to a diverse population and workforce in a personable and effective manner

-        Must have personal internet and email access and be proficient in Microsoft Windows

-        Must possess car, valid driver's license and current insurance or other means of transportation if personal car unavailable


Physical and Mental Requirements:

-        Physical agility including but not limited to, standing, walking, sitting, reaching, climbing stairs. Bending and manipulating objects. Requires normal range of hearing, vision and speaking

-        Ability to work under pressure, interact effectively with people, and to resolve conflict

-        Manual dexterity to operate office equipment

-        Ability to lift up to 20 pounds periodically

-        Ability to write, perform data entry and look at computer up to several hours daily.



-        Administers, develops and interprets human resource policy consistent with legal and regulatory requirements

-        Makes recommendations for creation/revision of policies, procedures and practices on personnel matters. Communicates policy changes to employees and insures proper compliance.

-        Acts as arbiter on policy, employee relations and directs managers in the progressive discipline process to ensure fair and equal treatment of all employees

-        Ensures compliance with all labor laws, regulations and reporting requirements including but not limited to, Equal Employment Opportunity (EEO), the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor, Workers Compensation, the Occupational Safety and Health Administration (OSHA)

-        Ensures the accuracy and security of human resource data, statistics and personal information of all employees

-        Establishes and monitors the wage/salary structure to ensure competitiveness and effectiveness in support of the recruitment and retention of staff

-        Monitors benefits for potential cost effectiveness and competitiveness in conjunction with the Director of Finance; conducts/arranges for benefit orientation and other benefit training, providing materials and ensuring enrollment in proscribed timely manner

-        Develops and monitors budget for human resource programs, employee activities, staff recognition, etc.

-        Participates and serves as a resource regarding human resources for all Joint Commission, Department of Health activities and surveys, and maintains the Health Commerce System records for flu inoculation and Certified Home Health Aide database

-        Maintains, updates and evaluates job descriptions, performance evaluation system and staff competency assessments. Ensures ongoing updating of personnel files within established guidelines

-        Leads the recruitment and hiring process and develops associated strategies to assure the maintenance of a skilled and committed workforce

-        Conducts initial interviews of potential hire candidates. Provides advice and support to management in selecting appropriate employees

-        Conducts facility orientation and assists with the orientation, training and supervision of staff in collaboration with department managers

-        Evaluates and recommends employee relations practices needed to establish a work culture comprised of high employee satisfaction, morale and motivation

-        Serves as staff liaison to Board human resources committee

-        Establishes departmental goals consistent with the strategic plan for UHR; establishes measurable outcomes related to key human resources activities that can be monitored in order to evaluate effectiveness of policies and practices

-        Assists in special projects and performs other duties as requested

-        Participates in QAPI program and hospice sponsored in-service training

-        Hires, trains and supervises the Human Resources Assistant

-        Incorporates organization’s commitment to customer service and continuous quality improvement into daily work habits. This includes:

  • Promotes positive co-worker and team work relationships
  • Supports the goals and mission as set forth by the Board of Directors and administration of the agency

-        Collaborates with PI coordinator to gather performance improvement data and develop CQI (Continuous Quality Improvement) initiatives within the human resources department

-        Accepts other responsibilities as assigned
