HUMAN RESOURCES MANAGER – MURRIETA, CA

 

KTM North America - a subsidiary of KTM, a global leader in the off-road motorcycle competition segment and developer and producer of street as well as off-road motorcycles - has an exciting opportunity for a HR MANAGER located in MURRIETA, CA.  

 

SUMMARY

Under general supervision, the Human Resources Manager is responsible for all HR related functions including, but not limited to, talent acquisition, payroll administration, benefits/401K administration, employee relations, employee development, performance management, workers compensation. Ensures compliance with federal/state regulations. Consults with all levels of employees, from line to executive, concerning HR matters. Maintains the utmost of confidentiality.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Develops, implements, communicates and administers all HR policies and programs, and ensures compliance with federal/state regulations in all areas. Partners with senior management in developing HR strategies. Makes recommendations to executive management using knowledge of HR requirements and best practices. Also includes maintaining the employee handbook.

     

  • Manages the full-cycle talent acquisition process, from job posting and candidate review to selection, extension of offers and onboarding. Provides guidance and consultation with HR staff and managers regarding hiring practices and decisions. May participate in the hiring process as needed.

 

  • Oversees the processing of bi-weekly payroll in a multi-company and multi-state environment. Includes ensuring compliance with all related federal/state regulations, providing guidance and approvals for all confidential employee changes, payroll processing, and vendor management. Ensures data integrity, proper documentation and approval for all payroll related items.

 

  • Responsible for all aspects of benefits and 401K plans including, but not limited to, plan design, administration, communication, education, compliance, reporting, open enrollment, etc. Partners with benefits and 401K brokers/advisors and senior management to ensure market competitiveness. Oversees the administration of corporate wellness program.

 

  • Responsible for the Company’s workers compensation insurance plans and related activities. Partners with workers compensation brokers/advisors, HR staff, managers and employees in managing work related injuries. Oversees the claims process, proper coding based on job classifications, etc.

     

  • Provides guidance and consultation to management concerning all employee relations issues, including harassment issues, performance problems and all other employee situations.

 

  • Facilitates the annual Performance Management process from annual budgeting to execution of salary increases. Provides managers and employees with related tools and systems to effectively document performance, administer rewards and develop goals. Consults with managers on various performance issues and makes salary and other recommendations throughout the process. Works closely with Finance Department throughout the process to monitor budgets and track to actuals.

     

  • Conducts compensation analysis to ensure market competiveness and internal equity. Performs job analysis, updates job descriptions, and makes FLSA recommendations. May partner with HR consultants, as required.

     

  • Administers all training and development activities and supports employees and managers in providing menu of options and solutions. Develops strategy, makes recommendations, and provides tools such as training courses, personal development coaching, etc. Coordinates various activities with HR consultants and vendors, as required.

     

  • Ensures compliance with all HR related federal and state regulations, including wage & hour, FMLA, benefits, 401K, etc.; keeps abreast in evolving compliance changes and assists in implementing best practices.

     

  • Makes recommendations for process improvement using past HR experience/expertise and general knowledge of best practices; identifies gaps, creates structure/processes, where needed.

     

  • Oversees the Company’s DOT and fleet management programs. Includes the administration and compliance efforts to support fleet vehicles, such as semi-trucks, vans, and other vehicles.

     

  • Supervises the Company’s safety program, from managing the emergency action plans and injury & illness prevention plans to coordinating safety committees and working with Facilities Department in ensuring safe workplace environments.

  • Oversees the Company’s environmental compliance program and partners with broker to ensure compliance with city, county, state, federal rules.

     

  • Provides hands on HR and fleet management support to Canadian facility. Partners with applicable consultants, as required.

     

  • Responsible for supervisory duties including hiring, firing, scheduling, timecard approvals, performance evaluations, coaching, training, disciplinary actions, task assignment, goal setting and team meetings/communications.

     

  • Develops department goals and budget.

     

  • Performs other duties as assigned.

     

Requirements

EXPERIENCE REQUIREMENTS:

  • Three to five (3-5) years in Human Resources supervisory/ management capacity required. HR generalist experience required, with broad experience in all functions of HR

  • Prior benefits/401K AND payroll administration experience required. Experience with payroll, HRIS and benefits management systems required (familiarity with Paycom and ADP products preferred)

  • Prior full cycle recruiting experience and knowledge of online job posting sites required

  • Prior employee relations experience required.

  • Advanced knowledge of Federal and State Payroll, Benefits and HR legal/compliance regulations and best practices (i.e. wage & hour, FMLA, FLSA, ACA, benefits, 401K, tax, posting/reporting, etc.)

  • High proficiency in Microsoft Office Suite required (Word, Excel, Power Point, Outlook)

  • Knowledge of Canadian HR and payroll best practices is preferred

     

    EDUCATION REQUIREMENTS: High school diploma required. Bachelor’s Degree or equivalent experience in HR strongly preferred. PHR/SPHR certification strongly preferred.

     

    OTHER SKILLS AND ABILITIES:

  • Solid knowledge of CA/Federal wage and hour laws; FLSA; FMLA/leave laws; posting/notification requirements; ACA; non-harassment; discrimination; ADA; etc.

  • Solid knowledge of recruitment, employee relations, performance management, payroll, benefits/401K, leave of absence, workers compensation experience is required

  • Secure understanding of inter-relationship between Payroll, Benefits and other HR functions

  • Ability to conduct audits and identify gaps or needed corrections

  • Solid leadership and team management skills

  • Ability to maintain confidentiality is imperative

  • Superior customer service skills required to effectively support employees, managers and other stakeholders

  • Strong interpersonal skills with the ability to use tact and diplomacy; must have a sense of humor, promote a spirit of collaboration, maintain good rapport with others, and provide customer service with a smile

  • Comfortable working with all levels of employees, from line to senior management

  • Excellent organization and follow through skills

  • Strong attention to detail and accuracy; ability to conduct data audits and easily identify discrepancies

  • Able to demonstrate flexibility and adaptability through normal course of work

  • Able to prioritize workload and work in a busy, fast-paced, deadline driven, constantly changing environment with many interruptions and understand when to escalate potential issues
