Carpenters Southwest Administrative Corporation (“CSAC”), located in Los Angeles, CA is a non-profit corporation that provides administrative services to the Southwest Carpenters Health, Pension, Annuity, Vacation and Training Funds for 23,500+ active and retired Carpenters, their dependents and beneficiaries across eight (8) southwestern states including, California, Nevada, Utah, Arizona, New Mexico, Texas, Colorado and Wyoming.

The Southwest Carpenters Training Fund (“SWCTF”) is a federally recognized non-profit Taft-Hartley Trust Fund. There are 17 (seventeen) training centers throughout the southwest. The SWCTF’s activities include funding trade related apprenticeship programs and providing facilities and equipment that accelerate learning and reinforce a safe and healthy learning environment. The SWCTF partners with local education agencies to ensure a professional approach to training, employ continuous curriculum development to keep abreast of technological advances and encourage the work ethics and values that turn out highly skilled and productive workers. The SWCTF’s vocational programs provide union contractors the skilled manpower they need to succeed in this highly competitive industry.

Between both organizations, there are approximately 185 employees.

Responsibilities and Duties

CSAC is currently seeking a Human Resources Manager that will assume responsibility for managing all aspects of human resources/processes and functions for both CSAC and the SWCTF. This position will report directly to the Operations Manager.

Specific responsibilities include, but are not limited to, managing and developing comprehensive HR policies, procedures and programs to ensure that CSAC and SWCTF is compliant with all federal and state laws and regulations governing employment. Communicate and educate employees regarding updates to personnel policies and procedures, manage the recruitment and hiring process, identify and establish various training programs, monitor the annual performance evaluation program (includes goal and objective setting), and provide on-going HR support to both CSAC and SWCTF management with helping to identify and resolve employee relations matters. Manage work assigned to the HR Administrative Assistant.

Requirements

Qualifications and Skills

- Bachelor’s Degree (human resources or public administration field preferred). MBA, PHR or SPHR certification desirable.

- Minimum of 5 (five) to 7 (seven) years of providing top-level HR support with the development of programs, policies and procedures.

- High proficiency with current office based technology and Microsoft Office products.

- Strong knowledge of rules and regulations within HR compliance, including but not limited to, FMLA, ADA, EEOC/Affirmative Action, Workers’ Compensation and OSHA, state, local, and federal labor regulations, HIPAA.

- Detail oriented, strong analytical skills, flexible, team player that can lead effectively and provide support to others in leadership roles.

- Ability to interact professionally with all levels within and outside of the organizations.

- Professional written and verbal communications and interpersonal skills.

- High level of integrity and discretion in handling confidential company and employee information.

- Service oriented professional with excellent judgment, strong work ethic and organizational skills.

- Fluency in Spanish (read, write, speak) a plus.

-Prior experience in Taft-Hartley or a collectively bargained environment a plus.
