Job Description

  • The Human Resources Manager provides on-going Human Resources oversight and consultation to IPM South Texas Health System.
  • Provides support to the leadership team and staff concerning all areas of human resources, including: performance management, employee relations, recruitment and retention, salary and wage administration, benefit administration, worker’s compensation, leave management, unemployment administration, payroll administration, orientation and onboarding.
  • Develops, maintains, and delivers education initiatives including management training.
  • Ensures compliance with federal, state, and local laws and assists with management of external complaints (e.g., EEOC, State Civil Rights, & NLRB position statements, etc.) and attends unemployment hearings and EEOC investigations.
  • Administers LOA/FMLA requests/tracking and employee absence management
  • Provides employee relations guidance to leadership team including disciplinary actions, performance improvement plans and terminations.
  • Serves as an effective advisor to managers on human resources issues including consistent interpretation on policies and laws.
  • Assists with the maintenance of a comprehensive employee record keeping system in compliance with JCAHO, Federal and State regulations and programs that ensure effective retrieval.
  • Effectively listens to staff concerns/problems and researches/investigates and responds to such concerns/problems in a timely manner.
  • Prepares unemployment claim documentation and represents facility HR at hearings
  • Completes all employment and verification requests in a timely manner
  • Actively identifies and assists in development of department and hospital wide training needs.
  • Serves as liaison with System HR Department
  • Maintains current, accurate knowledge of policies, procedures, benefits, and practices as they impact the workforce.
  • Demonstrates practical and appropriate application of employment, labor relations, and general benefits laws in daily interactions and in responding to situation in the workforce

Job Requirements

QUALIFICATIONS:

  • 3-5 years progressively responsible human resources management experience.
  • Computer proficiency to include word processing, spreadsheet, database and HRIS.
  • Must have demonstrated knowledge of federal and state employment laws.
  • Must demonstrate commitment and adherence to STHS’s Compliance Program and Code of Conduct through compliance with all policies and procedures, the Code of Conduct, attendance at required training and immediately reporting suspected compliance issue(s) to the Compliance Officer.

EDUCATION / LICENSURE:

  • Bachelor’s degree in business, healthcare, or human resources management required.
