Salary: $111,015 - $140,630 Annually

The City of Eagan is hiring a Human Resources Manager!

The HR Manager is responsible for the human resources activities of the City, including, but not limited to personnel policy development and implementation, recruitment/selection of staff, employee discipline, compensation and benefits administration, labor relations, worker’s compensation, safety, and compliance with all applicable local, state, and federal laws and regulations affecting human resources. This position also serves as the Human Rights Officer and performs specialized duties as assigned.

 

         ESSENTIAL POSITION FUNCTIONS: 

  • Develops, implements, directs, and oversees personnel-related policies and procedures in compliance with local, state, and federal laws to minimize risk to the City
  • Supervises two Human Resources Generalists
  • Leads the City’s compliance with all existing governmental and labor legal and government reporting requirements including, but not limited to: the Minnesota Labor Relations Act-Chapter 179, Equal Employment Opportunity (EEO), the Americans With Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), the Affordable Care Act (ACA), the Department of Laborworker's compensation legal requirements, and the Occupational Safety and Health Administration (OSHA)
  • Oversees compensation and benefit administration
  • Directs the recruitment, hiring, and new-hire orientation for the City, including communication and partnership with the hiring department, recruitment, screening, testing, interviewing, recommendations for hire, and hiring procedures
  • Directs and oversees any potential disciplinary and related grievance procedures. Takes corrective action in partnership with department directors to resolve personnel-related issues
  • Serves as the City of Eagan Human Rights Officer. Directs and coordinates the equal opportunity employment program. Investigates illegal discrimination/harassment complaints and recommends actions to be taken
  • Represents the City in collective bargaining negotiations and contract administration
  • Represents the City on Human Resources projects and meetings. Monitors personnel related legislative activities, coordinating necessary action on the part of the City
  • Directs, develops and oversees appropriate City-wide training programs
  • Manages Unemployment Insurance Claims
  • Oversees the City’s worker’s compensation program in close partnership with the Finance Department
  • Manages the City’s safety and wellness programs, working in close partnership with department-level safety and wellness teams
  • Creates and manages the budget for the Human Resources division
  • Leads the implementation of City’s safety and health programs, working in close partnership with department-level safety times to monitor the tracking of OSHA-required data


    OTHER POSITION FUNCTIONS:
  • Directs and coordinates special projects and duties as assigned
  • Other duties as assigned

Requirements

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Human Resources, Industrial or Organizational Psychology, Public Administration, or a closely related field
  • Five years of progressively responsible experience in human resources administration, which may include some or all of employment/EEO, classification and compensation, employee benefits, risk management, employee/labor relations, organizational development/training and development, employee assessment, and HRIS/records management/employee records 
  • Minimum of five years of supervisory experience in the field of Human Resources
  • Thorough knowledge of principles and practices of all aspects of human resources administration
  • Thorough knowledge of all state and federal human resources laws and regulations
  • Knowledge of human resources system applications/software
  • Knowledge of personal computer, word processing, and spreadsheet applications/software, especially as they would relate to human resources administration
  • Ability to communicate effectively and tactfully in written and oral form
  • Strong organization skills
  • Ability to establish and maintain positive working relationships with others, demonstrating honesty, integrity, teamwork, and confidentiality

 DESIRED QUALIFICATIONS:

  • Master’s Degree in Human Resources, Public Administration, or a closely related field
  • At least three years of supervisory experience in public sector human resources administration
  • Demonstrated experience working with labor unions
  • Experience implementing organizational development and employee training programs
  • Certification as a PHR (Professional in Human Resources) or SPHR (Senior Professional in Human Resources)

 

 WORKING CONDITIONS:

  • Almost 100% of time indoors
  • At times, activities can be stressful due to workloads, deadlines, and upset employees and applicants

 

         WORK HOURS:

  • FLSA exempt position. Typical work week is Monday through Friday; however, hours worked are usually more than 40 hours per week, including hours before and/or after the normal workday, including some evening meetings.
