Central Bucks School District is accepting applications for a Human Resources Manager to assist the Director of Human Resources in the coordination and administration of Human Resources policies, programs and functions. This full-time, 12-month position offers excellent benefits and competitive salary in accordance with the Act 93 Administrative Compensation Plan. The position will be available June 2018.

Essential Duties and Responsibilities include, but are not limited to:

  • Coordinate and track leaves of absence, including FMLA, non-FMLA, workers comp, short-term and long-term disability, approving payment of time-off days and STD benefits, advising employees of associated rights and benefits, and supervising billing of employee benefits during unpaid portion of leave.
  • Coordinate and administer employee insurance benefits program, including self-insured short-term disability, voluntary long-term disability, life insurance and AD&D, Evaluate, recommend and implement all necessary plan design changes.
  • Administrative oversight of consortium-based workers compensation program, including supervision of clerical assistant. Follow through from generation of injury report to medical release and return to work. Monitor and coordinate claimant care through physician panel and insurance consortium. Concentration on containment/reduction of costs through safety strategies, proper use of physician panel, and prevention of system abuse.
  • Conducts recruitment effort for all nonexempt and temporary workers; writes and places advertisements; works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; monitors employee relations counseling; and conducts exit interviews.
  • Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures. As well as, compile and generate computerized employee seniority lists; research and adjust petitions; organize and conduct yearly tie-breaking lottery.
  • Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations. Complete state and federal reports and tax filings as required by law; complete surveys as requested.
  • Responsible for PDE’s Teacher Information Management system (TIMS), facilitate conversions of teacher certifications from Level I to Level II, content area add-ons, and new credentials. Track all Level I certs to prevent expiration, alerting teachers of their educational obligation and timeline for completion. Act as Helpdesk for teachers needing assistance with procedure and TIMS application and assist with PDE teacher certification inquires.
  • Ensures compliance with all federal, state and local employment laws.
  • All other duties as assigned.

Supervisory responsibilities: Supervision of Human Resources employees.

Requirements: Bachelor’s degree in Business or Human Resources required, Master’s degree preferred. Minimum of five years of related personnel experience with concentration in area of school personnel administration. Supervisory experience preferred. Knowledge of principles and practices of personnel administration.

Strong interpersonal skills, with ability to effectively communicate with employees at all levels, via telephone, in person and in writing. Knowledge of employee benefits, HRIS skills and aptitude, in addition to knowledge of all Microsoft Products. Demonstrated capacity to supervise office staff, stressing the importance of motivation and teamwork. Ability to make oral presentations to both large and small groups.
