Job Summary


Manages the work of the Human Resources Department in conjunction with the Human Resources Director; administers departmental programs and operations; and provides personnel/human resource expertise to all City departments and the Decatur Public Library.


Major Duties


  1. Assists in monitoring operations, develops or approves recommendations on major human resources and related policy issues, and coordinates activities.
  2. Organizes and participates in personnel recruitment, examination, selection, promotion, evaluation, discipline and discharge, training, EEO, and ADA.
  3. Develops, administers and grades employment examinations on behalf of the Director; recommends new testing procedures, and test materials, reviews tests for validity; and administers and interprets Civil Service rules.
  4. Maintains the integrity of personnel files, training, payroll and employment records on all employees by direct supervision of records management.
  5. Prepares agendas for Civil Service Commission meetings; arranges for hearings on matters of discipline and discharge.
  6. Administers municipal position classification, compensation and benefit programs; maintains employee personnel system.
  7.  Administers Civil Service rules and Affirmative Action policies; recommends Administrative Policies and Procedures; recommends personnel forms as needed.
  8. Plans, coordinates and administers the City's manpower training and development programs including developing, implementing and evaluating new programs; counsels employees on career development.
  9. Facilitates in-service training programs to enhance staff development and improve employee performance.
  10. Assists the Director in advising department directors on disciplinary procedures relevant to Civil Service rules, collective bargaining agreements, and administrative policies.
  11. Assists in the administration of City ordinance (Chapter 28) on unlawful discrimination, in accord with State and Federal laws; coordinates investigations of unlawful discrimination and unfair treatment complaints; ensures the efficient implementation of the contract for the Human Rights Officer.
  12. Administers the City's Americans with Disabilities Act program and ensures compliance through program reviews, complaint investigations, and recommended corrective actions.
  13. Conducts research and compiles data for labor negotiations; serves on bargaining committees during negotiations with labor unions as needed.
  14. Maintains annual performance evaluation systems; updates systems when necessary.
  15. Provides needed input for the annual Human Resources Division budget to the Department Director.
  16. Conducts exit interviews and discusses results with the Department Director and other necessary personnel.
  17. Utilizes the Division's human resources information system, assesses functionality, and makes recommendations for improvements. 
  18. Coordinates MLK Day activities with representatives of the City's Human Relations Commission.
  19. Performs other related work as required by the Department Director, or the nature of the position.


Knowledge & Skills


  1. Bachelor's degree in Human Resources, Public Administration, or related field; master's degree preferred. 
  2. Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) or SHRM -CP / SHRM -SCP Certification preferred 
  3. Five years comprehensive, responsible experience in coordinating and managing public human resources activities and operations.
  4. Thorough knowledge of the principles and practices of public administration, public personnel administration, government organizations, and public service positions.  
  5. Skill in supervising employees; ability to effectively conduct, and secure information from personnel interviews.
  6. Knowledge of statistical concepts relevant to personnel administration and human resources analysis; ability to analyze facts and exercise sound judgment.
  7. Skill in communicating clearly and effectively, both orally and in writing.



The City Manager, Department Directors, City Clerk and other officers as required by law, and all employees covered by this policy shall reside within the corporate limits of the City of Decatur. Upon original appointment, such appointees may reside outside the corporate limits but will establish residence within the corporate limits of the City within twelve (12) months of appointment.
