The Wallis Companies Human Resources Manager is responsible for managing company benefit programs and payroll functions; assisting in the development, planning, and implementation of HR strategy, policies, procedures, and initiatives; and acting as a resource for  managers related to employment law and company policies, procedures and values. This position is also responsible for managing HR and payroll procedures related to employment law, leaves of absence, performance evaluations and other programs; communicating HR strategy, programs, metrics and data to appropriate levels within the company.

 

The ideal candidate will have a track record of producing results in a fast, dynamic work environment; in addition to possessing an entrepreneurial mindset, strong communication skills, a head for business and strategy, ability to multi-task and manage others, thrives in an ever-changing environment and experience implementing a new HRIS/HRMS software platform.

 

RESPONSIBILITIES:

  • Assist in development and implementation of various strategic HR and benefit programs and policies focused on best practice and continuous improvement
  • Assist employees and act as a manager resource regarding questions concerning employee issues, human resources programs, offerings, policies, compliance, regulations and procedures;  Answer questions in person, and via phone and email regarding human resources and payroll programs, offerings, policies, and procedures; ensure accurate data is entered into HRIS to ensure prompt, accurate reporting and responses to inquiries
  • Ensure company payroll functions are being completed timely, accurately and in accordance with applicable company policies and governmental regulations; Establish and maintain payroll procedures and policies to ensure efficiency and effectiveness; Ensure accurate quarter end and year end payroll tax filing as well as quarterly system tax updates; Follow up on any payroll tax notices and ensure resolution; Conduct quarterly audits to ensure payroll balances with respect to child support, garnishments, retirement funds, etc.; understand, communicate and implement existing and future bonus programs
  • Maintain metrics related to areas of responsibility, including but not limited to payroll and benefits; Ensure compliance with all ERISA, IRS, and other regulations related to benefits and payroll; Administer payroll as necessary to serve as a back-up for payroll processing; Process monthly audit and balancing of health insurance billing and payments
  • Ensure compliance with federal, state, and local regulations concerning employment including but not limited to ADA, ACA, FMLA, Workers Comp, EEO, HIPAA and FLSA within area of responsibility; Monitor HIPAA privacy compliance;  Complete required recordkeeping, compliance reporting, and testing including but not limited to EEO-1, 5500, etc.
  • Develop and maintain knowledge necessary to administer 401(k) plan; Ensure accurate participant activity for the company 401(k) plan including but not limited to deferral entry, beneficiary tracking, open enrollment, etc. and complete audits as needed to ensure data accuracy; Completes annual required 401(k) functions including but not limited to data uploads, testing, audit follow up, and filing of required tax documents
  • Process all initial unemployment protests, coordinate appeals, and maintain records of unemployment activity
  • Investigate all work-related and property damage accidents, involving direct reports, identifying the conditions responsible and corrective action needed; Investigate and resolve any situations that arise regarding employment issues, including but not limited to sexual harassment, discrimination, wrongful discharge, etc.
  • Manage company-wide performance appraisals processes
  • Maintain integrity, performance, and user security of time keeping system and provide necessary system support
  • Develop and maintain job procedures for areas of responsibility
  • Track information measuring employee retention and turnover to ensure that human resource programs are correctly aligned to increase retention and reduce turnover  
  • Ensure company’s existing programs, processes and procedures are aligned with company strategic destination; Ensure that all team members are aligned to company and division goals and objectives
  • Develop, maintain and update departmental Disaster Recovery process and guidelines

Requirements

QUALIFICATIONS:

 

Education:

Strong preference for Bachelor's Degree or Master's Degree in Human Resource Management, or other closely related business field

Strong preference for SHRM membership, and PHR/SPHR certification - or willingness to obtain certification upon hire

 

Experience:

Requires 5+ years of experience in Human Resources, Payroll/Benefits

Strong preference for Retail Industry experience; Strong preference for 1,200+ employee base experience

 

Other:

Strong communication skills - both verbal and written; Leadership ability; Ability to use discretion with confidential information

Time management, ability to prioritize and manage multiple projects at once, and amid frequent interruptions

Strong project management skills

Experienced with computers, VOIP phone and cell phone, Copier/Printer/Fax/Scanner, Microsoft Office Suite-Excel expertise a must, and HRIS/HRMS software platforms

  

Consideration preference primarily for local Missouri candidates in Franklin, Crawford, Phelps, Gasconade, Dent, Jefferson or St. Louis counties. HR Manager works daily at Cuba, MO Support Center office.
