The City of Chandler Human Resources Division is currently seeking qualified individuals to fill the full-time position of HUMAN RESOURCES MANAGER.  The primary areas of responsibility will be to plan, direct, supervise and evaluate the daily activities of professional and clerical staff involved in recruitment, selection, and employee relations. 

This individual may also be assigned the responsibility of oversight of one or more other areas within Human Resources including classification, compensation, labor relations, leave management, human resources information systems (HRIS), safety and/or worker's compensation.  


Salary:  $77,419 - $108,386 Annually

• Supervises and coordinates the activities of a team of professional and clerical human resources staff including organizing and assigning work, performance planning and evaluations, and making hiring decisions;
• Reviews and evaluates recruitment and classification areas, develops and implements new processes and/or procedures, and ensures process and procedures comply with personnel rules and employment laws;
• Maintains the classification system by implementing processes to ensure compliance with applicable laws and regulations; conducts job classification audits, prepares or revises job specifications, and conducts compensation surveys and internal equity analyses to determine market and range adjustments.
• Provides professional human resources advice and strategic direction to assigned departments in areas including but not limited to recruitment and selection, classification, Personnel Rules, employee relations and legal compliance to employment laws;
• Develops client and strategic partnerships with assigned departments; participates in strategic human resource planning and development for assigned departments;
• Plans, develops and implements key strategic systems and programs related to recruitment, testing, selection, classification, and compensation.
• Provides data analysis to management regarding human resources related issues or projects;
• Oversees the case management of employee relations issues and conducts investigations; Monitors, recommends and reviews disciplinary and termination actions; Researches and responds to EEO charges;
• Oversees the case management of employee leave issues and accommodation requests;
• Conducts discrimination, sexual harassment and other employment related investigations; responds to employment related claims, open door issues and grievances; Ensures necessary documentation through partnerships with assigned departments;
• Plans, organizes and conducts executive-level recruitments;
• Conducts large scale organizational studies and assists in determining changes to pay plan, classification and compensation for the City;
• Supports union negotiations by researching and compiling data and participating on the negotiating team as necessary;
• Interprets and explains human resources policies, Personnel Rules, administrative regulations and practices to department management and employees;
• Plans, organizes, develops curriculum and teaches classes for City employees on various issues such as personnel rules and regulations, HR processes and employment compliance issues;
• Writes clear and accurate reports which may be complex, controversial, or highly sensitive;
• Prepares and delivers presentations to City employees and Department Directors;
• Keeps current on all employment related laws and advises departments on the rules and regulations related to the American with Disabilities Act, Fair Labor Standards Act, Family Medical Leave Act, Discrimination in Employment Act, and other employment and payroll related laws and statues;

Labor Relations
• Assists with the meet and confer process;
• Evaluates and makes recommendations on the total cost of wages, benefits, leaves, and other programs proposed in negotiations with employee organizations;
• Resolves differences with employee organizations and communicates the City's position during negotiations or grievances;
• Advises management on City responsibilities, rules, and regulations under negotiated memoranda of understanding;
• Responds to complaints concerning the application of labor agreement provisions; 
• Oversees the investigation and processing of grievances and appeals filed under labor agreements; establishes, administers and maintains reporting procedures to management for contract administrative purposes.

HRIS
• 
Acts as a liaison with Information Technology (IT) department for the human resources information system;
• Performs basic system analysis and design, monitors system security, conducts data validation to test system functionality and communicates issues for technical troubleshooting to IT;
• Oversees fiscal year, benefit year, and other HRIS system related changes;
• Oversees the human resources records management system and responds to public records requests.

Occupational Health and Safety
• Oversees the communication with City employees, adjusters, attorneys, and medical care providers in the investigation and determination of compensability of claims;
• Supervises the activities of staff; evaluates the coordination of care with injured employees;
• Oversees the city-wide safety program.

Requirements

Minimum Qualifications:
• Bachelor's Degree in Human Resource Management, Personnel Administration or a related field; and
• At least five (5) years of progressively responsible experience as a human resources generalist including recruitment, selection, classification, compensation, employee relations leave management, occupational health and safety, and human resources information systems;
• A minimum of two years of supervisory or lead experience; and/or
• Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.   
 
Desirable Qualifications:
• Experience in municipal environment preferred.

The position available is a regular full-time position and is subject to a six (6) month probationary period.  A register of qualified candidates will be active for six (6) months should another position become available.
