Overview:

rand* Construction Corporation is seeking a Human Resources Manager. The Human Resources Manager (reporting to the Chief Administrative Officer) is a senior generalist, responsible for the overall administration, coordination, and evaluation of the human resource function. In addition, this position ensures that all employee relations, personnel policies, and organizational compliance issues are handled/executed with the highest quality and in accordance with applicable federal and state laws. This role also oversees benefits administration/compliance and employee payroll.

The Human Resources Manager is responsible for staying informed of both industry and human resource management trends, and for ensuring that the organization maintains effective employee retention programs and services that support ongoing business plans/needs. 

Essential functions include (but are not limited to):

  • Remaining abreast of federal and state laws, including, but not limited to: Title VII, ADAA, FMLA, ACA, FLSA, I-9/e-verify compliance, and USERRA to ensure that the company’s policies and procedures are consistent with the same.
  • Working with leadership to implement policies and best practices to develop and enhance employee relations.
  • Acting as liaison between employees and leadership to ensure understanding of and compliance with benefits and HR policies and regulations.
  • Coordinating the annual review, increase, and bonus process.
  • Writing/rewriting job descriptions as necessary, conducting leadership training, executing performance improvement plans when necessary, etc.
  • Developing, recommending, and implementing personnel policies and procedures.
  • Preparing, updating and maintaining employee handbook.
  • Overseeing ADP Time & Attendance.
  • Conducting new hire orientation.
  • Ensuring that all employment documentation is complete and accurate.
  • Handling employee relations counseling and discipline.
  • Tracking data and preparing reports related to Affirmative Action, EEO, VETS 4212, and any other government compliance-related reporting.
  • Writing, revising, editing, and proofreading company policies and procedures and related documents as needed.
  • Communicating all necessary information creatively and effectively.
  • Establishing and maintaining current employee-related records, i.e. benefits, address and name changes, compensation, bonuses, etc.
  • Processing all FMLA paperwork and administering the FMLA process.
  • Administering Workers Compensation program and claims.
  • In conjunction with the HR/Payroll Generalist:
    • Updating and maintaining census information and providing to carriers at benefit renewal in a timely manner.
    • Managing annual open enrollment period. Arranging for distribution of plan summary materials and required notices, assist with communicating changes to employees and arrange for onsite representation (when possible) by providers. Conducting employee presentations. Processing changes within deadlines.
    • Performing benefits administration to include claims resolution, change reporting and communicating benefit information to employees.
    • Administering 401(k), health and welfare/dental/life/disability/fsa plans, including enrollments, changes and terminations. Processing required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions.
    • Striving to ensure employee understanding of benefits programs by regularly generating communication and counseling employees/dependents as situations arise. Resolving employee complaints related to health and welfare plans.

Requirements

Our preferred candidate will possess:

  • Bachelor’s degree from a four-year college or university
  • 5+ years of progressively responsible experience in Human Resources – should include at least 2 years in a management position
  • SHRM and/or HRCI certification
  • Proven leadership capabilities
  • Strong coaching and mentoring skills

  • Strong interpersonal skills and the ability to communicate in simple and persuasive ways
