California State University, San Bernardino (CSUSB) invites applications for the position of Human Resources Manager. This position is an Administrator I in the Management Personnel Plan (MPP) and reports to the Director of Human Resources.

CSUSB is a preeminent center of intellectual and cultural activity in Inland Southern California. Set at the foothills of the beautiful San Bernardino Mountains, the university serves more than 20,000 students each year and graduates about 4,000 students annually. CSUSB reflects the dynamic diversity of the region and has the most diverse student population of any university in the Inland Empire, and it has the second highest African American and Hispanic enrollments of all public universities in California. Seventy percent of those who graduate are the first in their families to do so.

Employment Status: Full-time, "exempt" position, included in the Management Personnel Plan (MPP).

Work Schedule: Monday through Friday, 8:00 am – 5:00 pm, occasional evening and weekend hours.

Salary: Salary commensurate with experience and qualifications.

Position Overview: 
Reporting to the Director of Human Resources, the incumbent will perform a wide variety of Human Resources Generalist duties for a designated client group and serve as the group's first point of contact for HR matters; serve as a subject matter expert in CSUSB's recruitment and selection efforts and will provide information and assistance to administrators, staff, faculty students, and the general public regarding human resources activities, policies, and procedures.

Essential Duties & Responsibilities:  

  • Serve as the main point of contact and provide HR Generalist services for a designated division/client group.
  • Assist supervisors, employees and others with employment-related questions. 
  • Facilitate services between human resources and the department in conjunction with other human resources managers.
  • Perform a wide variety of duties related to the recruitment process to include screening employment applications, administering testing process, and interviewing job applicants to fill existing vacancies; as well as developing and implementing recruitment policies, processes, strategies and metrics. 
  • Writes directives advising department managers of University policy regarding equal employment opportunities, compensation, and collective bargaining agreements.
  • Analyzes wage and salary reports and data to determine competitive compensation plan.
  • Advises management in appropriate resolution of employee relations issues.
  • Plans and conducts new employee orientation to foster positive attitude toward University goals.
  • Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.
  • Responds to inquiries regarding policies, procedures, and programs.
  • Conducts wage surveys within labor market to determine competitive wage rate.
  • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
  • Prepares reports and recommends procedures to reduce absenteeism and turnover.
  • May require the supervision and training of staff.


To perform this job successfully, an individual must be able to perform each essential function. The requirements listed below are representative of the knowledge, skill, and/or ability required. 
Knowledge of:

  • Modern principles and practices of public personnel administration, including methods of recruitment, selection, performance evaluation, training and development, employee relations, salary and benefits administration;
  • Federal, state, and local laws, rules, and regulations regarding local government operations related to personnel and risk management functions;
  • Principles and practices of management necessary to plan, analyze, develop, direct and evaluate programs, administrative policies, organizational structures and staffing;
  • Programs and policies necessary to obtain a high performance workforce for a large employer;
  • Current trends in personnel administration including recent court decisions and legislative developments;
  • Principles and practices of business management including knowledge of basic office equipment and personal computers. Familiarity with software programs such as Microsoft Office, to include Word, Excel, Access, and other business software.

Ability to: 

  • Coordinate personnel program objectives with the general goals of the total organization and its various departments;
  • Plan, organize, and coordinate human resources management programs;
  • Coordinate and initiate actions, implement decisions and recommendations;
  • Interpret complex regulations, laws and guidelines; deal constructively with conflict and develop effective resolutions;
  • Supervise assigned staff;
  • Analyze complex administrative problems, evaluate alternatives, and make creative recommendations;
  • Represent the department effectively in meetings, including making presentations;
  • Establish and maintain cooperative working relations with a variety of university staff
  • Communicate effectively both orally and in writing; and establish and maintain cooperative working relationships. 

A combination of experience and training that would likely provide the required knowledge and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:

Education & Experience: 

  • Applicants must possess the equivalent to a Bachelor's degree in a related field along with two years of human resources generalist experience including significant recruitment and employment experience in both union and non-union environments. 

 Preferred Qualifications: 

  • Five years of applicable human resources generalist experience including significant human resources generalist experience in both union and non-union environments. 
  • A Master's or advanced degree in a related field.
  • Professional Human Resources certification such as PHR, SPHR, SHRM-CP, SHRM-SCP or other related professional certification. 
  • Recruitment experience in a higher education and/or public agency setting.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.
