Responsibilities/Duties

  • Recruitment – Responsible for the recruitment and selection practices to ensure compliance with applicable federal & state laws and policy to  include writing and placing employment advertisements, reviewing resumes on job boards,  administering the job posting system, screening, logging and routing resumes, interviewing and assessing applicants, and extending employment offers to applicants. Maintains personnel requisition folders and records in the Applicant Tracking System. Reviews candidate background checks, drug screen results and other contract requirements.
  • Onboarding - Ensures proper administration and dissemination of information related to onboarding new hires to include all required new hire paperwork, employee benefits enrollment including all health and welfare programs.    Ensures accurate processing of all documents necessary for implementation of the various benefit programs and maintenance of records as required for compliance with ERISA, COBRA, E-Verify and other applicable regulations.
  • Employee Relations – Familiarity with policies and laws, answer employee HR related questions,   counsel site management teams on HR-related issues and assist in conflict resolution, review and participate in employee issue resolution, conduct fact finding investigations and develop written disciplinary communications as needed for documentation and resolution.  Communicate directly with and facilitate communication between company leadership, operations leadership, union leadership, bargaining unit employees and the collective bargaining agreements to achieve business objectives and results.  Manage, interpret, consult and resolve conflicts for all processes associated with the negotiated terms of the collective bargaining agreements with the business unit operations including, but not limited to, the administration of the internal bidding, grievance and disciplinary processes and serve as the local resource for handling complaints filed.
  • Labor Relations -  Ensure compliance with collective bargaining agreements, interact with unions, handle grievances,  participate in union meetings,  mediation and arbitration hearings.  The Labor Relations Specialist will oversee the coordination, administration, and management of all aspects of labor relations related to collective bargaining unit employees to ensure compliance with collective bargaining agreements and federal and state employment regulations, while providing consultation, training and constructive conflict resolution for and between company leadership, union leadership and bargaining unit employees.
  • Compensation/Benefits – Ensure SCA compliance as it pertains to compensation and benefits.    Assist employees with benefits administration and dissemination of benefits information as directed.  Work with operations, payroll, leave, worker's compensation, safety and human resources functions to ensure the terms of the collective bargaining agreement are properly adhered to and executed.
  • Compliance -  Maintain federal, state and local posting requirements, compile data for audits, draft responses to EEOC or other agency claims, represent the company’s interest to outside entities as directed and promote actions for affirmative action plan compliance.  
  • Learning Management -   Assist employees and managers with required training on the LMS in compliance with program and corporate requirements.
  • Data Integrity of Employee Records - Responsible for data entry of required information for HR Management System for new hires, compensation actions and all status changes in an accurate and timely manner.  Maintains employee’s personnel folders in an organized manner.
  • Reporting – Provide statistical reporting and develop ad hoc reports as needed to monitor data integrity, progress on initiatives, etc.
  • Outprocessing - Conducts employee exit interviews.  Ensures all paperwork is completed accurately and on time.  Distributes and files paperwork.
  • Other -  Participate in companywide initiatives, conduct research, analyze data and other support as needed.   Participate in required HR meetings at a company and contract level. 

Other Related Duties:

  • Performs all other related duties as assigned or requested.
  • Position may require travel.

Requirements

Experience:  7 years demonstrated experience in all areas of Human Resources. Demonstrated experience supporting employees governed by the Service Contract Act (SCA) and employees covered by union Collective Bargaining Agreements is required. 


Education: 
Bachelor’s Degree in Human Resources, Business Administration or relevant discipline.
