Human Resources Generalist/Benefits Specialist (00204)

Virginia Community Colleges - System Office


The Virginia Community College System (VCCS) invites human resources (HR) professionals who are excited about making a different in employees' and students' lives to apply for the HR Generalist/Benefits Specialist position at our System Office in Midlothian, VA. Reporting to the Director of Human Resources, this position will be a first point of contact for staff on a variety of needs, including benefits administration, employee experience, classification and compensation, and talent management. As we continue to improve and deliver expanded services to our employees, this position will have an opportunity to help move the HR function to the next level, including participating in several projects.


Duties include:

  • Provide consultative services to employees on diverse hire-to-retire needs
  • Coordinate and/or assist with employee experience and engagement efforts, such as onboarding, recognition and professional development events, communications, vendor services coordination, stay interviews, and off-boarding activities
  • Provide subject matter expertise and consultative services on benefits related areas, such as health care, leave administration, disability, retirement options and fringe benefits programs
  • Manage and coordinate various leaves, such as FMLA, annual, sick, disability, worker's compensation, military, parental, holiday and LWOP
  • Service as first level disability and return to work coordinator
  • Conduct classification reviews and compensation analysis and complete surveys
  • Enter data and generate reports using the various HR systems, analyze data and provide informational summaries, and audit information to ensure data integrity
  • Coordinate with department partners, such as Payroll and Shared Services Center to ensure processes and reconciliations are completed in a timely manner
  • Manages talent management and recruitment processes to help department hire the best talent within policy and federal and state regulations
  • Assist with and help coordinate training opportunities and present training materials as needed
  • Participate in projects designed to improve services to our employees, students, and stakeholders
  • Participate in professional development and growth opportunities for the position to ensure incumbent maintains current with human resources and business knowledge, including researching best practices



To be successful in this position, applicants must have:

  • A bachelor degree in Human Resources, Business Administration or related field, or equivalent combination or education/training and experience that will allow employee to adequately perform the functions of the job
  • Considerable experience working with and understanding health benefits, retirement, worker's compensation, and disability assessments
  • Experience coordinating various leave types (FMLA, VSDP, WC, sick)
  • Considerable experience working in a direct service role providing consulting services to employees on various HR matters with attention to confidentiality
  • Experience performing position classification and compensation analysis
  • Experience delivering presentations or training
  • Experience working with an enterprise information system, such as PeopleSoft, Banner, or Workday
  • Knowledge of general human resources functions, including federal and state laws and regulations
  • Excellent customer service skills and friendly and professional demeanor
  • Critical thinking and problem-solving skills and attention to detail
  • Strong communication skills, both orally and in writing
  • Proficiency in computer software programs - Microsoft Excel, Word, PowerPoint
  • Ability to work both independently and as part of a collaborative team
  • Ability to work with diverse groups of employees
  • Ability to analyze, organize, and format data and generate reports
  • Ability to work in a fast-paced environment and handle multiple priorities and deadlines
  • Ability to travel to in-state meetings and trainings and out-of-state professional development activities


Preferred consideration will be given to those who have:

  • Experience using the Commonwealth of Virginia's (COV) computer systems, such PMIS, BES, and VNAV
  • Considerable experience working with and understanding COV health benefits, retirement, and leave plans; worker's compensation, and disability programs
  • Graduate work in human resources, business administration or other relevant area or willingness to pursue advanced training
  • Professional Human Resources certification, such as PHR, SPHR, or SHRM-CP
  • Experience working in a higher education environment
  • Process improvement or refinement experience
  • Knowledge of optional retirement benefits and laws surrounding them, such as 403(b) or 457 plans
  • Knowledge of Microsoft Access
  • PeopleSoft experience
