The Human Resources Generalist, as a member of the HR team will provide comprehensive support for programs that include, but are not limited to, recruitment, onboarding, employee relations, performance management, and policy interpretation. The human resources generalist is responsible for performing HR-related duties on a professional level and works closely with the HR Director and branch staff.

Essential Duties:

  1. Recruitment – Develops and implements recruitment plans for exempt and non-exempt positions. This includes, but is not limited to cold-calling, sourcing internet job boards, attending career events and building partnerships with educational institutions. Manages internal and external job postings. Screens applicants, schedules and conducts interviews and conducts background checks. Participates in external recruitment events.
  2. Onboarding - Conducts new employee orientations. Schedules and conducts exit interviews capturing relevant information and insight.
  3. Employee Relations – Provides counsel and support to managers to include disciplinary actions, conflict resolution, performance issues, and staff assignments ensuring proper procedures are followed. Participates in branch staff meetings and attends other meetings and seminars. Works closely with branch management and employees to improve work relationships, build morale, and increase engagement, productivity, and retention. 
  4. Policy Interpretation - Provides HR policy guidance and interpretation. Assists in the development and implementation of personnel policies and procedures. Works collaboratively with management to ensure consistent application of policy, practices, and initiatives to provide solutions that positively impact the library.
  5. HRIS – Reviews, analyzes and accurately processes HR-related data, including new hires, terminations, wage changes, transfers, and other business-related changes. Ensures data integrity of the HRIS system through audit, review, updates, and maintenance. Assists with the design and building of reports from the HRIS system. Delivers dashboard of HR metrics (e.g., FTE, Turnover, Exempt and Non-Exempt, staff ratios and etc.).
  6. Maintains compliance with federal, state and local employment laws and regulations.
  7. Maintains a good working relationship and provides support within the department and with staff in other departments. 

Requirements

Minimum Requirements:

  • A bachelor's degree and seven (7) years of HR experience, or a master's degree in Human Resources Management, Industrial Psychology, MBA or similar field and five (5) years of experience in the HR field.
  • SHRM Certified Professional (SHRM-CP/SCP) or HRCI Professional in Human Resources (PHR/SPHR) or similar credential, preferred. (Ability to obtain certification within twenty-four (24) months of hire date.)
  • Experience recruiting in a fast-paced environment utilizing social media, job boards, and direct sourcing resources. 
  • Valid driver’s license with no more than three points.
  • Ability to obtain and maintain a favorable criminal background report.

Knowledge, Skills and Abilities:

  • Knowledge of state and federal employment laws.
  • Knowledge of Human Resources principles and practices.
  • Knowledge of full life cycle recruiting.
  • Knowledge and experience using an HRIS system including recruitment, onboarding, query tools, and report writing. Experience with Paycom preferred.
  • Strong analytical and problem-solving skills.
  • Strong oral and written communication skills including the ability to write reports and give oral presentations.
  • Excellent organizational skills including attention to detail and follow-through.
  • Ability to handle multiple priorities.
  • Ability to work collaboratively as part of a dynamic team.
  • Ability to adapt to changing policies, procedures, priorities and work environments.
  • Strong customer service orientation.
  • Proficient use of MS Office (Excel, Word, PowerPoint, and Outlook).

Work Environment:

  • This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, projectors, photocopiers, and smartphones.
  • Observes safe workplace practices with uncluttered workspace, including office equipment, avoidance of trips and falls, proper lifting techniques, and following fire regulations.
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
  • While performing the duties of this job, the employee is regularly required to talk and/or hear using the telephone and video conferencing. Specific vision abilities required by this job include close vision and ability to adjust focus. The incumbent is required to sit and use a keyboard for extended periods of time, lift up to 30 pounds and bend or stand, as necessary.

Reporting Relationship:

This position reports to the Director, Human Resources. Does not regularly supervise staff. May supervise volunteers.

Work Week:

Primary work schedule consists of weekday shifts, but may occasionally require evening and weekend hours.
