Essential Functions

Essential functions encompass the required tasks, duties, and responsibilities performed as part of the job and the reason the job exists.

 

  • Act as the first point of contact for Agency policy and employment questions. Triage and facilitate transition to appropriate department staff as applicable using discernment while adhering to best practices and applicable policies, procedures and laws.
  • Responsible for the development and administration of policies and procedures including compliance with federal and state employment laws and regulations as they relate to regular employees, temporary employees (direct and staffing agency), and independent contractors. This includes generating job descriptions and appropriately classifying positions.
  • Serve as an expert on all HRIS, ATS, talent acquisition, benefits and leave related matters.
  • Manage all personnel-related records such as new hire files, status changes, employee information changes, leaves, workers’ compensation, terminations and performance evaluation tracking.
  • Manage full-cycle workers’ compensation claims including complying with all required laws, working with insurance representatives and ensuring claim is being managed accordingly.
  • Administration of Agency group health insurance including supplemental insurance. Liaise with insurance broker and conduct benefits open enrollment.
  • Manage leave program in compliance with all required laws, providing all legally required documentation and working with employee and payroll to coordinate pay and benefits and communicate leave timeline to supervisor.
  • Provide support to managers on policy interpretation and the application of employment laws and Agency precedents.
  • Provides direction to the HR/Administrative Assistant on tasks/projects which require collaboration based on goals and strategies driven by the human resources department and its director.
  • Provide compensation guidance to supervisors at time of hire, transfer or promotion.
  • Ensure compensation changes, including bonuses, pay differentials and pay increases/decreases are in keeping with Agency policies, practices and precedents.
  • Manage all full-cycle recruitment activities in a timely, strategic and effective manner. This includes sourcing candidates, posting recruitment ads, managing applicant tracking system, tracking and reporting recruiting metrics, conducting phone screens, working closely with hiring manager to understand the position and develop interview questions, conduct reference checks and coordinate background checks and manage candidate onboarding experience.
  • Partner with hiring manager and HR/Administrative Assistant to ensure seamless onboarding of new hires and position changes.
  • Manage onboarding of new hires and conduct an all-inclusive new hire orientation.
  • Partner with the Patient Services Training team to ensure organizational training and development requirements are incorporated into department lifecycle policy and procedures.
  • Responsible for I-9 documentation and ensure ongoing monitoring and maintenance of expired documents.
  • Manage unemployment claims and represent the Agency at hearings as needed.
  • Conduct exit interviews as outlined in Agency policies and procedures.
  • Oversee department audits, including personnel files, and working interdepartmentally to get necessary documents.
  • Partner with Compliance and Security Manager on accreditation and background checks as needed.
  • Recommend, develop and implement new approaches and procedures in areas of oversight for continual improvements in efficiency of human resources related duties and responsibilities.
  • Partner with the Director of Human Resources and Compliance Officer to bring forward and identify themes to improve Agency morale.
  • Identify and report errors, near misses, and employee safety concerns in a timely manner.   
  • Support risk management by proactively communicating identified risks to supervisor in order to minimize risk when possible.
  • Track and report on HR metrics regularly and as needed.
  • Maintain the highest level of professional and ethical standards and to act in compliance with both the letter and spirit of all applicable laws and regulations.
  • Partner with all members of the HR department to ensure programs and systems are seamless to our customers.
  • Conduct annual salary surveys as requested.
  • Perform other duties as assigned.

 

Requirements

Education:  

Bachelor’s degree in Human Resources administration, business administration, or equivalent experience. PHR/SPHR or SHRM-CP/SCP Certification preferred.

 

 

Experience:  

Minimum 5 years Human Resources experience including at least 3 years of generalist level experience.

Must have a foundational understanding of Federal, State and local laws and regulations related to human resource functions and coordination of benefits.

Must have strong ATS and HRIS experience.

Experience working in a Human Resources role in a healthcare or nonprofit environment a plus.

Demonstrated ability to maintain the HRIS database and generate and compile reports; assuring integrity of data.

Excellent organizational skills, attention to detail and ability to prioritize multiple tasks.

Demonstrated ability to follow through and complete projects within deadlines.

Ability to work independently and receive guidance only on unusual complex problems or issues.

Must be flexible and a team player.

Willingness to travel to all health centers in territory area on a regular basis to attend meetings, trainings and Agency wide events and develop and maintain relationships with all staff on all levels.

Excellent written and verbal communication skills with emphasis on tact and diplomacy.

Exemplary judgment in decision making and communications.

Must be resourceful and innovative.

Ability to work well under pressure and with minimal supervision.

Ability to handle shifting and competing priorities in a fast paced, growth environment and manage time appropriately.

Ability to model and exemplify PPX workplace values and service standards.

Ability to work flexible hours including weekends and evenings as needed.

Demonstrated computer skills with proficiency in HRIS, applicant tracking system, MS Outlook, Word, Excel and PowerPoint.
