Description

Director of Human Resources oversees and provides department management for all HR initiatives including recruitment and retention, classification and pay, position classification processes, benefits, employee relations, development, training, and enforcement of Human Resources policies and procedures in accordance with applicable federal, state, and local laws.  Work is performed under the general direction of the County Administrator.

Examples of Duties

 

  • Recommends to the County Administrator the design and implementation of new systems and programs for compensation, benefits, training, employee recruitment and selection, workplace culture, diversity, workforce planning, wellness and performance management;
  • Advises the County Administrator/department heads in accordance with department and County human resources policies and procedures.  Stays abreast of Federal and State laws, included, but not limited to, Title VII, ADA, FMLA, ACA, FLSA, USERRA, and the Code of Virginia pertaining to Public Safety employees, to assure that the County's policies and administration of such laws are consistent with same;
  • Guides the Frederick County leadership team in implementing polices and best practices to develop and enhance employee relations.  Advises supervisors and managers on coaching, training, discipline, and similar matters;
  • Recommends to the County Administrator and/or the Human Resources Committee new provisions or revisions to HR policies and procedures to align human resources programs and policies with organizational goals and objectives of the County.  Ensure effective communication with employees on Human Resources policies and procedures;
  • Works closely with and through the Board appointed Human Resources Committee;
  • Represents the County with other governmental entities, legislative groups, community groups, and professional associations and serves on related boards or committees as needed;
  • Responsible for the day-to-day operations of the countywide human resources functions including, but not limited to:
    • Maintains compliance with Federal, State, and local laws, regulations and ordinances;
    • Workforce planning;
    • Employee recruitment and selection;
    • Employee training and development;
    • Employee wellness;
    • Workplace culture and diversity;
    • Compensation and benefits;
    • Performance management;
    • Organizational development;
    • HRIS technology, trends, and metric analysis;
  • Assigns, directs, trains, and reviews HR staff work:
    • Evaluates performance;
    • Develops staff schedules;
    • Provides staff coaching and/or counseling;
  • Prepares and administers department budget:
    • Directs the preparation and administration of the annual HR department budget and fiscal activity reporting processes;
    • Assesses existing and anticipated service, equipment and staffing needs; approves expenditures;
  • Assists with Countywide budget process regarding County positions, employee compensation and benefits;
  • Responsible to research trends, conduct analysis, survey, and make recommendations to County Administrator and/or Board of Supervisors.

 

Typical Qualifications

 

  • A Bachelor's Degree in Public Administration, Business Administration, Psychology or a closely related field is required, Master's Degree preferred.
  • Ten years of progressively responsible experience in Human Resources administration which includes five years in a senior management/director position; SHRM Senior Certified Professional and SPRH certification preferred.
  • Comprehensive knowledge of public personnel administration philosophies, principles and practices; general knowledge of local government organization and administration preferred.
