MTD is seeking applicants for a Human Resources Director who will be responsible for recruitment and retention, training and development, benefits, compensation, employee relations, performance evaluations, discipline, regulatory compliance, EEO compliance, workers’ compensation, insurance, claims management, and supervision of the HR department.


  • Implements and promotes the District’s commitment to a customer-driven focus and safety culture
  • Ensures compliance with federal, state, and local legislation, regulations and policies to determine the impact to the District and its employees
  • Consults with and advises the Managing Director and Department Heads on human resource strategy, personnel policies, and the interpretation and administration of agreements
  • Provides management, supervision, direction, and coordination over the personnel assigned to the department including setting work priorities, project management, and program evaluation
  • Develops and implements succession planning strategies and leadership development opportunities, with the consultation of managers and specialists, to enhance employee training and professional development
  • Oversees the hiring of District employees in conjunction with the Employee Services Specialist and individual managers, as well as advises staff on employee performance
  • Administers employee benefits programs including medical/dental/vision insurance, disability/pension programs, and workers’ compensation insurance, as well as oversees the use and selection of benefits and insurance products and recommends changes or improvements
  • Prepares and recommends revisions to position classifications, pay plans, salary surveys, and directs the continuous administration of these plans
  • Serves as the Personnel Officer and Equal Opportunity Officer, directing the District’s activities and efforts to recruit and retain a qualified, diverse, and inclusive workforce
  • Supports and works in coordination with the Safety & Training Director on the implementation of the District’s safety plan and safety management system including safety programming and working with the claims manager to support and coordinate property and workers’ compensation claims
  • Maintains and manages the MTD2071 Key Process of Administration/Human Resources including preparing and updating codes, policies, procedures, compensation and benefits policies, performance standards and expectations, and employee handbooks as well as directing the development of record keeping methodology


Education & Experience:

  • Required – Bachelor’s degree in human resources, public administration, labor relations, organizational development or a closely related field and five years of progressively responsible experience in human resources including demonstrated experience in employee relations, compensation, and benefits, disciplinary/regulatory investigations, promoting a diverse workforce, or performance management systems in a comparably-sized municipality or organization, at least three of which must be in a managerial or supervisory capacity. Any equivalent combination of education and experience that demonstrates the knowledge, skills, and abilities required of the position will be considered including knowledge of local, state, and federal laws, regulations, and programs regarding employment, compensation, and worker’s compensation administration.
  • Preferred – Master’s degree in human resources, public administration, labor relations, organizational development or a closely related field; leadership experience working in the field of human resources for a municipal, state, or federal government; experience directing at a Department Head or Assistant Department Head level; and human resources certification from the HR Certification Institute, Society for Human Resource Management, International Public Management Association for Human Resources or other related professional organization are preferred.

Other Information: Residency within the District’s boundaries is required within six (6) months of hiring date. Candidates for this position must pass a pre-employment drug screen and physical. The employee will be subject to random drug and alcohol testing throughout their period of employment and is required to comply with MTD’s Drug & Alcohol Policy. This position may require some work outside of traditional business hours.
