Develops policy and directs and coordinates human resources activities, such as employment, compensation, labor relations, benefits, training, and employee services by performing the following duties personally or through subordinate supervisors.

 Essential Duties and Responsibilities:

 1)         Analyzes wage and salary reports and data biennially to determine competitive compensation plan and recommends any modifications to plan. Oversees research of local market rates for positions to assess relationship to City compensation plan, determining if and where pay adjustments should be made and additional positions are created. Also, determines whether or not an employee’s salary is redlined in comparison to other market rates for that particular job. Presents information to Mayor and assists, if requested, in presentation of such plan to Budget Committee

 2)          Writes recommendations advising Mayor and/or Department Heads of City policy regarding equal employment opportunities, compensation, and employee benefits. Works with Mayor, City Attorney and Personnel Committee to ensure City complies with federal and State labor and employment laws. Works as liaison with department heads on meeting compliance goals

 3)          Consults legal counsel to ensure that policies comply with federal and State law

 4)          Develops and maintains a human resources system that meets top management information needs

 5)          Directs development and maintenance of human resources information systems to ensure record keeping and reporting requirements are accurate and timely

 6)          Analyzes trends at each location in turnover, hiring, promotions, separations, and grievances to determine support or action needed to adjust unfavorable trends

 7)          Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization

 8)          Provides guidelines and oversees management of human resources activities such as recruitment, applications, interviews, screening, job notifications, drug testing, performance review, benefits, training, and employee relations, and resolves problems requiring Department Head and Mayoral intervention

 9)          Implements and oversees the city’s attendance and time-clock system. This includes making sure all rules follow the Department of Labor and making sure all employees have a full understanding of the regulations and policies to follow.

 10)        Oversees implementation and maintenance of City's hazard communication program, MSDS information availability, and compliance with Arkansas Department of Labor regulations and Arkansas law concerning Chemical Right to Know and safety matters

 11)        Responds to Employment Security Department requests for information and documentation relating to unemployment compensation claims. Attends hearings and represents the City's interests at Employment Security Department administrative hearings unless assistance of City Attorney, or outside counsel is appropriate

 12)        Oversees training at each location in interviewing, hiring, terminations, promotions, performance review, safety, sexual harassment and diversity awareness. Conducts investigations, as necessary, in accordance with City policy for non-uniform employees. Advises management in appropriate resolution of employee relations issues

 13)        Runs various reports to assist the payroll department with different audits and reports that are due.

 14)        Defends and responds to all EEOC claims brought up against the city by answering all questions and requests along with consulting the city’s attorney as needed

 15)        Responds to inquiries regarding policies, procedures, and programs. Writes, delivers, and/or coordinates presentations to government officials regarding human resources policies and practices

 16)        Serves as liaison, as requested, between the City, Governmental regulatory agencies, community groups, organizations and individuals in meeting ADA and EEO guidelines

 17)        Serves as ex officio secretary to the Personnel Commission and makes recommendations to the Commission concerning City Human Resources policy

 18)        Assisting in answering FOI requests

Supervisory Responsibilities:

 Supervises the Human Resources Department

 

Requirements

Minimum Qualifications:

Completion of a Bachelor's degree in Personnel Administration, Industrial/Organizational Psychology or Sociology, Public Administration or a related area; preference for Human Resources Professional Certification (PHR or SPHR), Master's Degree or equivalent; recent experience in Human Resources or Personnel Administration or any equivalent combination of education and experience

 Knowledge of the principles of modern Human Resources management and a background in the fundamental principles and practices of public personnel administration

 Knowledge of the practices, terminology and requirements of a wide variety of occupations and an understanding of municipal government functions

 Knowledge of office practices with ability to identify and assign personnel as required

Ability to maintain effective working relationships with the public, municipal employees, City officials and persons seeking City employment

 Ability to communicate effectively in both oral and written form, including the use of personal computers

 Broad knowledge of labor and employment law requirements
