DEFINITION

An employee in this job class is responsible for performing work of unusual difficulty in providing the administration, coordination and evaluation of the human resource function for the St. Louis County Police Department.Work is performed under the administrative direction of the Deputy Chief, Office of the Chief of Police; however, the Director will work cooperatively with the Bureau of Staff Services and the Bureau of Professional Standards to ensure industry laws and best practices are administered in the hiring and discipline of department employees.

 EXAMPLES OF DUTIES

  • Annually reviews and makes recommendations to executive management for improvement of the department's policies, procedures and practices on personnel matters.
  • Maintains knowledge of industry trends and employment legislation and ensures department's compliance.
  • Maintains responsibility for department compliance with federal, state and local legislation pertaining to all personnel matters.
  • Communicates changes in the department's personnel policies and procedures and ensures that proper compliance is followed.
  • Assists executive management in the annual review and administration of the department's collective bargaining agreement.
  • Coordinates and/or conducts exit interviews to determine reasons behind separations.
  • Consults with legal counsel as appropriate, or as directed by the Chief of Police, on personnel matters.
  • Works directly with department supervisors to assist them in carrying out their responsibilities on personnel matters.
  • Provides guidance and recommendations pertaining to recruitment, hiring, discipline, and terminations.
  • Recommends, evaluates and participates in staff development for the department.
  • Develops and maintains a human resource information system that meets the department's personnel information needs.
  • Supervises the staff of the human resource department.
  • Participates on committees and special projects and seeks additional responsibilities.
  • Other duties as assigned.

SALARY

$40.09 - $64.14 Hourly

$83,387.20 - $133,411.20 Annually


Requirements

KNOWLEDGE, SKILLS AND ABILITIES

Proven record of excellent judgment in complex political and related environments; knowledge of government structure; extensive knowledge in general administration and management; proven leadership, teambuilding skills with demonstrated ability to work effectively in a team environment; ability to supervise effectively; proven organizational, research and analytical skills, including analysis of federal, state and local regulations; ability to compile data and to make accurate and complete reports; good writing skills; good public speaking and oral presentation skills; ability to present ideas clearly and concisely both in writing and orally; good customer service skills; ability to work independently; ability to establish and maintain effective working relationships with agency heads, other local governments and employees, representatives of public safety agencies and professional organizations; posses the competencies relative to the position, such as, Business Acumen, Consultation, Communication, Critical Evaluation, Ethical Practice, Global and Cultural Awareness, HR Expertise, Leadership and Navigation, and Relationship Management.

MINIMUM QUALIFICATIONS

Master’s degree in Human Resource Management, or closely related field or equivalent training and education, supplemented, by five to ten years experience in a high level, leadership capacity with a multi-faceted organization. Human Resources credentials, such as, SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) or equivalent is also preferred.

SPECIAL REQUIREMENT

There is no residency requirement for this position; however, the Director is provided a department cellular phone, laptop, and is subject to call back to duty as needed.
