The Human Resources Director reports to and works closely with the Vice President of Administration and Operations on matters that pertain to HR and Administration matters. The HR Director position requires strong generalist skills and the ability to execute key HR initiatives while also managing an HR team and providing strategic advice to managers and SSRC leadership. The HR Director oversees a team of administrative staff to ensure the effective and efficient management of HR, personnel, and administrative functions. An ideal candidate should be able to seamlessly move between tactical and strategic deployment of HR best practices. General duties and responsibilities will include providing comprehensive human resources support in the areas of staffing, organizational development, labor and employee relations, compensation, benefits, and performance management.




  • Work with executives and senior staff to identify personnel needs and implement best practices for sourcing, recruiting, and developing employees throughout the various stages of their career.
  • Draft job ads, review applications (particularly for senior-level searches), conduct interviews, coach hiring managers, offer the position, and negotiate salary.
  • Oversee onboarding process, including welcoming and coordinating orientations for new hires.
  • In collaboration with the HR Manager, train and assist search committees and hiring managers with recruitment and selection of staff.

Legal Compliance

  • Ensure HR policies are current, compliant, and reflect the values and support the mission of the Council. Conduct regular review of HR policies and, where needed, create policies to address activities or new situations to ensure compliance with applicable laws and alignment with the mission of the Council.
  • Establish and enforce the Council’s policies and procedures as they pertain to HR matters. This includes updating the personnel policy manual and SSRC intranet as employment laws change and new policies develop.
  • Oversee and administer liability insurances for the organization in collaboration with the brokerage firm.
  • Work with established legal counsel to procure visas for nonresident employees and to ensure Council compliance with immigration and labor laws.
  • Identify legal requirements and government reporting regulations affecting human resources functions, and ensure policies, procedures, and reporting are in compliance.


  • Oversee implementation and administration of comprehensive employee benefit programs, including health insurance, retirement plan (TIAA), short- and long-term disability, life insurance, pretax savings plans (FSA, HSA, and transit), and retirement plans.
  • Administer and maintain all aspects of retirement plan in collaboration with fiduciary advisors.
  • Negotiate annual renewal of health insurance policy and manage open enrollment process.
  • Assist staff with health insurance questions and concerns.


  • Conduct and participate in various nonprofit salary and benefits surveys as well as annual increase surveys, to be aware of the specific nonprofit/research market base in order to adhere to the organization’s compensation philosophy and to benchmark compensation and benefits.
  • Assist the Finance Department with salary budgets, annual merit/COLA increases, annual audit, and payroll issues.
  • Utilizing multiple internal and external data sources, make compensation recommendations for new hires that reflect benchmarking for experience and scope of the role.

 HRIS System

  • Oversee administration of the Human Resource Information System and employee database.
  • Determine how to best utilize the software to support the organization and its staff.

 Employee Relations

  • Using strong HR skills and knowledge base, build credibility and trust with all levels of the organization; serve as a trusted resource for leadership, manager, and employee alike.
  • Coach and counsel management to effectively manage complex employee relations concerns to create an inclusive environment of open communication.
  • Oversee hires and terminations and advise managers of the proper procedures and protocols with regard to disciplinary procedures and documentation.
  • In collaboration with the HR Manager, identify and manage training and development needs for employees.
  • Conduct exit interviews to recognize trends and create programs to address areas of development and expand on positive aspects of the organization. 


  • Administer three-month and annual organization-wide performance reviews.
  • Analyze outcome according to performance goals, work with supervisors to address ongoing concerns, and report to executive staff as needed.


  • Oversee three full-time staff: the HR/Admin Manager, HR/Payroll Associate/Coordinator, and HR Assistant.


  • Conduct special assignments at the discretion of the VP of Admin and Operations and the President.
  • Lead duties or special projects as needed of the Human Resources office.



  • Bachelor’s degree required in human resources management, business administration, or similar field; master’s degree preferred.
  • Professional certification (PHR, SPRH, SHRM-CP, or SHRM-SCP or similar) preferred.
  • Minimum of four to five years of management-level HR generalist experience across a range of competencies preferred; supervisory experience is a plus.
  • Proven experience with employee relations.
  • Excellent verbal and written communications skills, including editing skills with meticulous attention to detail.
  • Ability to achieve goals and align interests through cooperation and collaboration with other groups and cross-functional teams.
  • Demonstrated ability to exercise sound judgment and maintain confidentiality when dealing with sensitive matters.
