Job Summary/Basic Function:

•Directs the human resource functions of Santa Fe Community College.
•Ensures fair, consistent and legally compliant human resources services including policies, procedures, processes, practices, HRIS, records, and accurate HR data and reports.
•Collaborate with Executive Leadership, Governing Board, shared governance groups, campus committees, and external partners.
•Must be committed to serving a diverse college community with integrity and enthusiasm.
•Actively participates in and contributes to continuous quality improvement.

Job Duties:

• Under the oversight of the Vice-President of Finance and in close collaboration with Executive Leadership, directs a comprehensive, full service Human Resources Department and manages staff to identify employment needs and relations; provide quality human resource management systems and services, aligned with the College’s mission, vision, and strategic plan.
• Has overall responsibility for Human Resources services and systems including policies, procedures, processes, practices, HRIS, records, and HR data and reports, with support and collaboration from the IT Department
• Provides leadership and guidance for the implementation and continuous quality improvement of human resource systems and management in support of the College’s mission and goals, with support and collaboration from the Continuing Education Department.
• Directs daily human resource operations, including operating budget and Human Resource staff development.
• Directs the classification and compensation function, including job descriptions, salary schedules, wage and hour issues, and salary analysis and determinations, with support and collaboration from Finance and Executive Administration.
• Directs the benefit administration function, including the workers compensation program and other regulated programs.
• Directs the College’s hiring and recruitment function, personnel separation and other personnel action processes, with support and collaboration from Finance and Executive Administration.
• Directs the employee relations function, investigation and resolution of employee relations issues and related interactions with staff and faculty, with support and coordination from Executive Administration.
• Manages the College’s employee corrective action, discipline and appeal process, with support and coordination from Executive Administration.
• Ensures the design and implementation of human resources information (ERP) systems in collaboration with IT leadership.
• Ensures currency and maintenance of official personnel records and accurate data and reports for internal and external audiences, including timely response to requests for workforce data and reports, in coordination with OPIE and IT.
• Works directly with management, legal counsel, and the workforce regarding personnel issues and employee support services, and labor relations.
• Knows, understands and implements federal and state laws and regulations, and college policies and procedures related to human resource management; advises appropriate individuals of the provisions of employment laws and regulations.
• Ensures the employee handbook and other personnel policies and procedures are accurate, up to date and available to employees, in collaboration with the Governing Board, Executive Administration, and shared governance groups.
• Ensures the development and oversight of the college’s workforce performance assessment system.
• Works closely with the Diversity Officer and Diversity Panel so that inclusion and diversity are routinely incorporated in management and human resources decisions.
• Works collaboratively and builds trust with the campus community in an often stressful environment.
• Oversees Title IX compliance.
• Serves as Equal Employment Officer for the college. Monitors and evaluates compliance/ equal opportunity laws, guidelines, and policies to ensure that employment practices and contracting arrangements give equal opportunity without regard to race, religion, color, national origin, sex, sexual orientation, gender identity, spousal affiliation, age, serious medical condition, or disability, and other classifications protected under federal or state law.
• Performs related duties as assigned.

SFCC also increased the number of degrees and certificates awarded annually from 500 to 1,000 over a five-year period.

Requirements


Minimum Qualifications:

• Master’s degree in Human Resource Management or related field.
• Seven (7) years’ experience, with progressively greater responsibility, directly related to the major duties, including a minimum of 3 years of experience of hands-on management of multiple HR functions.
• Equivalent experience may be substituted for education on a year for year basis.
•Three (3) years’ experience directly supervising at least three (3) FTEs
• Background check required.

Preferred Qualifications:

• Experience in higher education
• Experience with Banner HR systems
• Experience with labor relations
• HRCIPHRSHRM, or similar organization certification(s)
• Bilingual (English/Spanish)

Knowledge, Skills and Abilities:

• Knowledge of human resource principles, practices and operations.
• Knowledge of quality systems and practices.
• Knowledge of federal and state laws and regulations related to Human Resources issues.
• Knowledge of supervisory and management practices.
• Knowledge of employee evaluation practices.
• Knowledge of employee classification and compensation principles.
• Knowledge of workers compensation regulations.
• Knowledge of college policies and procedures.
• Skill in the delegation of responsibility and authority.
• Skill in the operation of computers and job related software programs.
• Skill in decision making and problem solving.
• Skill in interpersonal relations and in dealing with the public.
• Skill in oral and written communication.
• Ability to provide quality customer services.
• Ability to apply continuous quality improvement practice.
• Ability to maintain strict confidentiality at all times and to recognize when confidentiality is required.
