SALARY: $83,754/year

Under general supervision of the City Manager, is responsible for the administration,
direction, and coordination of personnel and activities of the Human Resources Department in the
review, development, implementation and direction of personnel program services, personnel
policies, employee benefit programs, position vacancies, job descriptions, wage and salary
surveys, and employee personnel files; Performs related work as assigned.
Directs, supervises, hires, manages, trains, evaluates, disciplines personnel assigned;
Responsible for the planning, administration, coordination, direction enforcement, budgeting and
review of all personnel programs, policy and services for all employees and departments in the
City; Develop, implement, monitor and enforce personnel policies and activities to ensure
compliance with City Manager/Council directives, resolutions, ordinances and State and Federal
laws, regulations or guidelines; Establish, maintain and monitor a standard screening and hiring
procedures for all departments in compliance with Equal Employment Opportunities standards,
Municipal, State and Federal guidelines; Develops and interprets personnel policies and union
contracts; Researches and monitors changes in compliance with labor and personnel regulations
and requirements; Screens, interviews and recommends on hiring, transfers and promotions of
job applicants; Participates in union negotiations, arbitrations and unfair labor complaints; Assigns,
distributes and reviews work of the departments and makes changes in methods, procedures and
staffing as deemed necessary; Evaluates, advises and makes recommendations regarding staff,
salary, benefits, classification and job positions by conducting time management studies to
measure the productivity and effectiveness of all positions within the City; Advises, participates
and assists in employee counseling, employee disciplines, lay offs, terminations and grievances;
Submits a departmental budget and responsible for operating within approved budget; Supervises
the city payroll and benefit programs; Maintains inventory and related records; Reviews and
evaluates staff job performance; Review and organize goals, objectives, and current programs
and direct appropriate changes; Reviews effectiveness of techniques and policies for the city;
Develops and schedules proper up-to-date training and insures procedures are administered and
followed; Responsible for the maintenance, confidentiality and accuracy of all city personnel files,
records, and reports; reviews and updates job descriptions, benefits, policies, job posting, hiring
procedures, pre-employment testing, pre- employment physical and drug testing programs and
performance reviews; Responsible for classification and compensation procedures and reports;
Provides assistance and guidance to City Manager/Council, department heads, supervisors and
employees regarding personnel matters; Supervises Risk Manager and monitors workers
compensation insurance claims, health, life, safety programs, liability insurance, ADA, HIPAA and unemployment insurance programs; Administers an effective and comprehensive personnel
program, including the city's employee benefits program, equal opportunity and affirmative action
program, civil service (including compensation and classification system), labor contracts, and
related other programs; Administers the City’s drub/alcohol testing programs; Supervises
maintenance of City Hall; Performs other such duties, functions and record keeping as are
necessary for the proper performance of this position; Establish and maintain a good liaison with
other employees, departments, and administration; Communicates the necessary information and
guidance to ensure prompt and courteous responses to complaints and concerns, in
accomplishing the objectives and goals in the department; Responsible for tactfully and effectively
carrying out administrative directives, policies and regulations governing the operation and
procedures; Maintain acceptable knowledge of policy procedures and performance of duties
assigned; Deal effectively with subordinates and the general public to maintain objective
approaches to a problem under unfamiliar and unpleasant conditions; Able o reason logically and
make sound decisions; under pressure and public criticism tactfully; Perform other related work as
assigned by City Manager.


Considerable knowledge of effective methods of contemporary personnel administration
and supervision of personnel and of local, state and federal equal opportunity laws and of
affirmative action plans and programs, effective labor relations and contract negotiations and
administration of workman compensation, health, life, unemployment and other benefit programs;
effective methods of supervising and directing people; Skill to effectively supervise and direct
individuals tactfully; to reason logically and make sound decisions and to enforce policies; Ability
to plan, organize and carry out assigned work programs; Able to maintain effective working
relationships with employees and the general public; Able to work under pressure and public
criticism; Possess administrative ability and good communicative skills, both oral and written, and
the ability to deal tactfully with personnel and public.
Graduation from an accredited college or university with a bachelor’s degree in Human
Resources, Personnel Administration, Public Administration, Business Administration, or related
field and five (5) years of experience in personnel management with considerable technical and
administrative personnel experience, three (3) of which must have been in a responsible
supervisory capacity; or an equivalent combination of education and experience.
