Frostburg State University, Office of Human Resources, seeks applications for a full-time, exempt Human Resources Business Partner position. Salary is commensurate with qualifications and experience; University System of Maryland benefits package included. Responsibilities: Reporting to the Chief Human Resource Officer (CHRO), this position will serve as a consultant for University management on issues related to human resources, be a proactive communicator and change agent, and balance the employee needs with business objectives to create integrated solutions. The position will develop partnerships with the assigned departments across campus to deliver value-added services, assess and anticipate HR-related needs, provide policy guidance, identify and provide training needs, facilitate the talent management process – recruitment, placement, to onboarding. The position will also determine proper job classification and compensation ranges for new and existing positions and perform job analyses to evaluate employee reclassification requests.

Also assist with various HR departmental initiatives, programs, and events, as well as serve on project teams and committees as needed. Perform other related duties as assigned, which may include work on new and creative technology solutions, expanded outreach and communications, workforce management, employee relations, and employee training and development, among other areas.


Minimum Qualifications: Bachelor’s degree in Human Resource Management, Business Administration, or related field. Five or more years of HR-related work experience in the areas of recruitment, classification, compensation, and training. Excellent computer skills and proficiency with Microsoft Office. A demonstrated customer service approach along with excellent written and oral communication, analytical, problem-solving, and interpersonal skills. Proven ability to multi-task, prioritize, and work well under pressure. Ability to make difficult decisions and communicate them in a clear and objective manner maintaining an appropriate level of confidentiality at all times and in all situations. Working knowledge of federal, state, and local regulations.

Preferred Qualifications: PeopleSoft experience. Membership in the Society for Human Resource Management (SHRM) and/or leading HR credentials such as PHR (Professional in Human Resources) or CCS (Certified Compensation Specialist) designation. Prior employment in higher education. Experience working with data and predictive analytics.

Other: Any combination of training and experience substantially equivalent to graduation from an accredited college or university with a bachelor’s degree in a related field and progressively responsible related work experience may be considered.
