Salary Range: $92,246 to $115,308 annually (exceptional salary considerations made depending on qualifications)

POSITION DEFINITION: Under general direction, plan, direct, manage and oversee the activities, operations and budget of the Human Resources Department including recruitment, personnel management, risk management, compensation/classification management, and benefits management. Manage and oversee the Civil Service function which includes Police and Fire Rescue personnel testing, hiring and employee relations, appropriately applying Civil Service Law Chapter 143.  As required by Civil Service law, act as the Civil Service Commission secretary and Civil Service Commission liasion to the City. 

DUTIES AND RESPONSIBILITIES:

  • Direct all department services and activities including personnel management, coordination of health, property and liability insurances, oversight of lawsuits and other services as assigned; develop, recommend and administer policies and procedure.
  • Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
  • Select, train, motivate and evaluate assigned personnel.  Plan, direct and coordinate, through subordinate level employees, the Human Resource department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with staff to identify and resolve problems.
  • Oversee the processing of personnel actions and the maintenance of detailed information on City employees.
  • Coordinate with other department directors Texas Employment Commission hearings; prepare various Texas Employment Commission reports; prepare annual Equal Employment Opportunity report.
  • Research and analyze Personnel Polices as needed; assist department directors with personnel matters regarding discipline and termination.
  • Direct and manage the City’s Property and Liability Insurance program.
  • Assist the City Manager and Director of Finance with the preparation of the annual City budget including salary, benefit and staffing information.
  • Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
  • Explain, justify and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues.
  • Serve as Director for the Civil Service Commission, providing professional information and guidance.
  • Serve as Secretary to the Commission.
  • Serve as the Chief Examiner for the Commission and supervise all examinations.
  • Oversee the preparation, scheduling, scoring and security of all examinations.
  • Establish and maintain eligibility lists for appointment and promotion.
  • Recommend to the Commission policies related to the efficient and effective administration of Civil Service.
  • Perform such other duties as the Commission may designate or may be necessary to fairly and impartially administer the provisions of Chapter 143 and these Rules.

Requirements

MINIMUM QUALIFICATIONS:

EDUCATION, TRAINING AND EXPERIENCE:

Bachelor’s degree (minimun) from an accredited college or university in Human Resources, administration or management or related field.

Minimum of five years of Human Resources related experience.

Three years experience administering a Chapter 143 Civil Service program preferred.

NEOGOV implementation and/or usage experience strongly preferred.

LICENSES AND CERTIFICATES:

SPHR, SHRM-CP or other human-resources related certification preferred.

  • Manage and direct a comprehensive human resources program.

  • Interpret and apply applicable Federal, State and local policies, laws and regulations.
  • Identify and respond to sensitive community and organizational issues, concerns and needs.
  • Plan, organize, direct and coordinate the work of subordinate employees.
  • Comply with all posting and publication guidelines.
  • Develop and administer an efficient records management system.
  • Select, supervise, train and evaluate subordinate employees.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Research, analyze and evaluate new service delivery methods and techniques.
  • Prepare clear and concise administrative and financial reports.
  • Prepare and administer large and complex budgets.
  • Determine the prudent and appropriate course of action in situations where policy guideline may not be available.
  • Establish and maintain effective working relationships with those contacted in the course of work.
