The Diversity and Inclusion Office (DIO) of the Human Resources (HR) Department at East Bay Municipal Utility District (EMBUD) is currently hiring for a Human Resources Analyst II. The DIO is responsible for EBMUD's Affirmative Action (AA), diversity workforce planning/outreach, and Equal Employment Opportunity (EEO) programs. This includes developing the annual AA Programs for Minorities and Women and for Protected Veterans and Individuals with Disabilities; investigating allegations of discrimination, harassment and retaliation, and providing advice and counsel regarding these issues to EBMUD managers, supervisors and employees; responding to agency (EEOC and DFEH) claims; developing and administering workforce development programs to increase diversity such as apprenticeships, internships, mentorships, and training and partnerships with colleges and community based organizations; conducting diversity outreach; managing EBMUD Affinity Groups (i.e., Black History Committee, Asian Pacific Employees Association, Hispanic Heritage Committee and Raining Pride Committee); and developing and presenting training.

 

The ideal candidate will have: 

  • Experience planning, staffing and attending outreach events (ideally to increase diversity) such as career fairs, high school career events, community based partner events, diversity events, etc.
  • Experience administering and creating workforce development programs (ideally to increase diversity), such as apprenticeships, internships, community partnerships, mentorship programs and/or training programs with colleges, community based organizations and employee groups.
  • Experience developing and delivering training.
  • Experience conducting investigations of EEO discrimination, harassment and/or retaliation claims.
  • Working knowledge of contemporary industry principles and practices of AA Programs.
  • Excellent interpersonal skills in addressing sensitive, confidential issues.
  • Ability to handle multiple projects simultaneously and independently.

The salary range is $7,963* per month increasing to $8,361*, $8,779* and $9,218* after 6, 18, and 30 months, respectively. *Anticipated salary increase in late April

Requirements

  1. Completion of four years of college resulting in graduation or its equivalent;
  2. Two years of responsible professional experience in one or more of the following areas as required by the position assignment: recruitment, including outreach; affirmative action, including administration and/or creation of workforce development programs; and equal employment opportunity, including knowledge of federal and state EEO laws and experience conducting intakes and/or experience conducting or assisting with investigations of discrimination, harassment and/or retaliation claims.
  3. Must possess physical characteristics to perform the critical and important duties of the job, including sufficient physical mobility to visit a variety of work sites and sufficient strength to lift and carry boxes of personnel materials weighing up to 30 pounds.
  4. Must be willing to work during evening or weekend hours and work overtime as needed.
