The City of High Point, NC is seeking a Human Resources Analyst to perform responsible administrative and professional work overseeing the management of employee records across Human Resources Information Systems and assist in the implementation of the City's Employee Development programs by partnering with City departments to set and meet work goals. The Human Resources Analyst provides generalist-level support to Human Resources functions requiring data and records management assistance.

Essential Tasks 

  • Administers the City's compensation plan including ongoing classification and compensation study and position control;
  • Maintains electronic employee records;
  • Assists in troubleshooting for employees having trouble with performance management and timekeeping systems;
  • Provides employee training across HR functions and maintains training records;
  • Compiles, drafts and delivers reports on employment-related data as required;
  • Manages requests for employee information in accordance with applicable laws;
  • Implements training on Human Resources programs, software and processes;
  • Manages the electronic Learning Management System including course selection;
  • Provides complex employee data analysis and support in preparation of budget and benchmarking process;
  • Oversees employee Career Ladder testing process;
  • Ensures all work is OSHA and City Safety Standards compliant;
  • Provides regular process and policy improvement recommendations;
  • Assists in the administration of Employee Recognition programs;
  • Participates in special projects and other duties as assigned.


  • Bachelor's Degree in Human Resources, Business Administration, Public Administration, Communications or closely related field;
  • At least three (3) years of progressive HR experience in at least three (3) of the five core HR competencies:
    • Benefits
    • Classification and Compensation
    • HR Information Systems (Data and Records Management)
    • Recruitment
    • Training and Development
  • Current possession of IPMA-SCP/CP Certification or ability to obtain within 12 months
  • Current possession of SHRM-SCP/CP Certification or ability to obtain within 24 months
  • Thorough understanding of employment-related laws and regulations including: Title VII, ADA, COBRA, FLSA, Affirmative Action, NCGS

Preferred Qualifications

  • Master's Degree in Human Resources, Public Administration, Business Administration, Communications or closely related field;
  • Experience building and delivering training;
  • Experience maintaining employee records.
