Incumbent serves as the primary liaison with the Kalamazoo Department of Public Safety and engages with all aspects of Human Resources administration for the group. This includes but is not limited to hiring, labor relations policies and procedures, staff training and development, contract administration, and related projects for the City Human Resources function.

 

EXAMPLES OF DUTIES:

  • Serves as primary point-of-contact for managers and individual contributors on all HR-related matters
  • In partnership with KDPS leaders, coordinates complex recruiting, selection and internal promotion processes. Ensures proper hiring procedures are followed and maintains accurate records
  • Advises managers and City leaders on interpretation of contract language and personnel policies; researches and authors grievance responses; and conducts internal investigations as appropriate
  • Tracks EEO data and leads creation of regular EEO plans and reports
  • Provides advice and counsel to leaders on best practices in talent management, staff development, retention, and employee engagement
  • Provides support and counsel during tri-annual labor negotiations
  • Develops, implements, and interprets policies, procedures and best practices for employee relations, recruiting strategy, safety, workers' compensation,  record-keeping, communications, and benefit administration
  • Serves as a resource for employees and occasionally functions as an employee ombudsman as appropriate

 

Requirements

 

ESSENTIAL QUALIFICATIONS:

  • Bachelor's degree from an accredited institution
  • Minimum of three years of experience as a Human Resources Generalist
  • Must be authorized to work in the United States without organizational sponsorship

 

ACCEPTABLE TRAINING AND EXPERIENCE:

  • Certified Human Resources Professional (SPHR, PHR, SHRM-SCP or SHRM-CP)
  • Excellent oral and written communication skills with demonstrated ability to build rapport with and earn the trust of client groups
  • Strong coaching and facilitation skills with track record of driving change
  • Highly organized with excellent attention to detail
  • Proven track record of success in projects requiring a high degree of creativity or strategic thinking
  • Demonstrated passion for inclusion and diversity and employee engagement;  high degree of comfort with analytics and driving organizational change
