The Washington State Department of Transportation (WSDOT) Office of Human Resources and Safety (OHR&S) is seeking a dynamic professional to serve as the next HR Manager in South Central Region. This position will perform the following work:

  • Manage and lead a team of HR professionals in daily functions related to labor relations, corrective and disciplinary actions, ADA/FMLA, compensation and classification administration, benefits administration, recruiting and employee relations. 
  • Act as resource and provide direction to HR staff and management on administration and interpretation of WAC's, agency policy, federal and state employment laws, and collective bargaining agreements.
  • Develop staff through coaching, training and mentoring.  Create and maintain a work atmosphere that motivates employees to achieve the mission and goals of the region and agency.
  • Review, edit, and provide guidance on written documents from HR team including disciplinary documents, grievance responses, accommodation and disability communication, and investigation reports.
  • Collaborate with the South Central Region executive team to implement organizational development and change management initiatives.
  • Be a champion of the WSDOT’s HR model in the South Central Region to ensure agency alignment of grievance responses, fact-finding sessions, independent investigations, FMLA/ADA processes and other HR related functions.
  • Develop and maintain internal HR tracking programs and reports to measure specific trends and to update management teams on a regular basis.
  • Respond to escalated employee concerns.  Investigate, research, and resolve sensitive HR issues in a timely manner.

Requirements

WSDOT is most interested in candidates that meet or exceed the following:

  • Bachelor's Degree in HR, business, social sciences or related field with at least 5 years of experience in a broad based HR role. (Experience may be substituted for education on a year for year basis.)
  • Management level, leadership experience including supervising, training, and mentoring.
  • Senior level experience developing and implementing human resource policies and practices.
  • Senior level experience in human resource functions such as benefits administration, FMLA/ADA, recruiting, training, organizational development, and labor/employee relations.
  • Excellent verbal and written communication skills, with the ability to speak, write, and present clearly and effectively.
  • Experience in delivering training and presentations to all levels of employees.
  • Strong analytical skills with the ability to analyze data and communicate related findings.
  • Knowledge of principles and practices of labor and employment laws, with experience in interpretation of contracts, regulations and laws.
  • Reputation for developing and maintaining strong business partnerships with a variety of stakeholders.
  • PHR or SPHR certification preferred.
