Position Title: Human Resources Manager

 

Division: Corporate

 

Project Location: Alexandria, VA    

 

Visa Eligibility: U.S. Citizenship or Lawful Permanent Resident

Position Summary:

 

The human resource manager is directly responsible for the overall administration, coordination and evaluation of the human resource function. Reports to the Chief Financial Officer and assists and advises company managers about Human Resources issues. The human resources manager will be a one person HR department.

 

Responsibilities:

  • Develops and administers various human resources plans and procedures for all company personnel.

  • Provides a Human Resources presence for employees, proactively surfacing issues to management and recommending solutions; developing and implementing organization-wide personnel policies and procedures.

  • Plans, organizes and controls all activities of the department. Participates in developing department goals, objectives and systems.

  • Evaluates reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.

  • Processes personnel transactions such as new hires, promotions, transfers, merit increases, bonuses and terminations.

  • Responsible for and oversees the recruitment process for all personnel; conducts new-employee orientations; outplacement counseling and exit interviewing.

  • Prepares offer letters and employment agreements.

  • Develops, recommends and implements personnel policies and procedures; maintains employee handbook and updates as necessary.

  • Manages the development and maintenance of the Human Resources Information System (iCIMS).

  • Full cycle benefits administration to include processing enrollments, claims resolution, approving invoices for payment, annual open enrollment and re-evaluation of plans for cost-effectiveness.

  • Must be abreast of healthcare changes and reporting requirements.

  • Liaisons with benefit brokers as necessary.

  • Administers the 401(k) Plan including the processing of enrollments, deferral changes, loans, distributions, annual compliance testing and audit.

  • Point of contact for Workers Compensation and Defense Base Act claims.

  • Oversees liability insurance to include Property, Directors & Officers, Errors & Omissions, and Defense Base Act.

  • Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations.

  • Responds to, provides counsel for, and manages, as appropriate, serious employee relations issues and day-to-day workforce complaints. Conduct interventions and investigations when necessary. Consults with legal counsel if necessary.

  • Must be able to represent JBM by attending job fairs, conferences and meeting employees, partners, customers and sub-contractors.

  • Performs related duties as required and assigned.

Requirements

  • Self-directed with great multi-tasking and organizational skills
  • Must possess excellent leadership, interpersonal, oral and written communication skills
  • Proficient in Microsoft Office Suite
  • Knowledge of applicant tracking system iCIMS.
  • Familiarity with government contracting is preferred.
  • A PHR and/or SHRM-CP certification is required. A SHRM-CSP and/or SPHR certification is preferred.
  • 5-7 Years of experience in a human resources leadership role

Educational Requirements:

  • A Bachelor’s degree in human resources or a relevant field is required
