The Construction Contractors Board (CCB) promotes fair, honest and competitive construction industry and protects the consumer’s rights relating to improvements to real property. The Board regulates construction contractors and promotes a competitive business environment through education, contractor licensing, dispute resolution, and law enforcement.


This is a management service position and is not represented by a union.

Here’s what you will do:


As the Human Resource and Business Services manager you will serve as a key member of the Agency’s executive leadership team as the agency’s principal Human Resource executive. You will provide support to other managers and to employees on the full range of HR services. This may include advising, coaching, guiding and assisting managers and employees with federal and state personnel laws, policies, collective bargaining agreements, employee relations, classification and compensation, employee benefits administration, FMLA/OFLA, employee leaves, recruitment & selection, affirmative action, safety, personnel development and other services that support the management needs of the agency.


You will also oversee the agency fiscal and business services functions, including supervision of four staff. With support from fiscal and business service staff, this position collaborates with agency leadership on budget development and implementation. In addition, you will provide oversight of the revenue and expenditure tracking in compliance with laws and standards and state policy.


Here’s what you need to qualify:


  • Six years of experience in supervision, staff-technical, or professional-level work. Two years of this experience must have included supervision and management of a program, section, or unit which included: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation;




  • Six years of experience in supervision, staff-technical, or professional-level work. Two years of this experience must have included program/project leader responsibility involving one or more of the following areas: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation and/or project evaluation, or d) monitoring and controlling or preparing a budget.

NOTE: A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration,Human Resource Management, Organizational Behavior or Development, or a field related to the program of the employing agency, may be substituted for three years of the required experience, but will not substitute for the two years of specialized experience.

Requested Skills:


  • Excellent proficiency in effective human resource management, including providing assistance to managers and staff, coaching, recruitment, training and development, conducting investigations, administering an organizational affirmative action plan and related services.
  • Excellent proficiency in effective communication skills in person, by phone and in writing with other agency personnel, contactors, claimants, bond and insurance agents, attorneys, and the general public.
  • Demonstrated leadership experience as well as teambuilding, collaboration and strategic planning
  • Knowledge of and experience with organizational budgets and financial systems, including understanding of forecasting revenue and expenditures, budget reporting and analysis.
  • Exceptional customer service


Preference may be given to those who possess experience serving in a key leadership capacity or who have experience in managing multi-functional teams.


Preference may also be given to those who have a valid certification as a Professional in Human Resources.
