Human Relations Analyst

Under the general direction of the Human Relations Manager, provide independent analysis and recommendations on complex issues pertaining to human resource administration that are often sensitive in nature and have significant impact on the Department of Housing Dining Hospitality (HDH), a large, complex, diverse and dynamic organization. Reporting to the Human Relations Manager, perform classification, compensation studies and analysis. Interpret HR policies and procedures, multiple bargaining unit contracts and assist in the development and implementation of department HR initiatives and programs. Advise on employment practices and policies including: employee relations, labor relations, compensation, equity considerations, exceptions to policies, benefits and recruitment. Work directly with management/supervisors to develop job descriptions,manage classification and salary requests for career staff, manage/monitor all phases of recruitment process, short term exceptions, temporary and student employees. Train and provide work direction to administrative staff as required.


Housing Dining Hospitality (HDH) is a self-funded, large and complex campus department consisting of 7 divisions, with approximately 700 career employees, 1000 to 1200 student employees and an annual operating budget of greater than $189 million. HDH provides housing for approximately 15,000 undergraduates, grad students, faculty, staff and their families in over 400 buildings covering approximately 6 million sq. ft. HDH is in the midst of implementing an aggressive building plan which will add 5000 new beds and almost double our square footage by 2021. Currently, HDH houses 38% of UCSD’s enrolled students with a goal of housing 50% in the near future. HDH provides maintenance and repair, contract meals/meal plan management, as well as retail food service, conference services and catering services to residents, students, faculty, staff, and campus visitors.

• Demonstrated analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Solid working knowledge of other areas of HR.

• Proven knowledge and operational experience in human resource administration, in a large to medium size company, including classification/compensation, recruitment and selection, discipline, employee relations, labor relations, performance evaluation, leave administration, policy and procedure development, compliance management, benefits administration and termination/layoff.

• Strong knowledge of employment laws and policies including Equal Opportunity, Affirmative Action, ADA, FLSA, and guidelines concerning fair hiring, privacy, negligent hiring and defamation. Familiarity with regulatory agencies such as DFEH, EEOC and OFCCP.

• Demonstrated in-depth knowledge of job description creation, review, and classification.

• Knowledge to develop and implement compensation programs for client groups and understands how they and other initiatives may impact various areas of human resources.

• Demonstrated ability to handle difficult or volatile situations/individuals effectively.

• Demonstrated experience advising supervisors and managers on sensitive employee relations issues.

• Demonstrated experience receiving and investigating employee complaints.

• Demonstrated ability to approach sensitive employee relations/labor relations situations with tact and diplomacy.

• Demonstrated experience drafting disciplinary letters and assisting in the delivery of disciplinary actions.

• Demonstrated knowledge of a human resources management system (HRMS), and/or other related business software programs and systems.

• Strong organizational, analysis and decision-making skills to continually prioritize between long and short term needs in an environment with competing demands and constant requests for priority changes.

• Maintain confidentiality of personnel or other sensitive issues and exercise discretion in dealing with controversial or potentially sensitive topics.

• Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments.
