As a key member of the Human Resources team, reporting to the Managing Director of Human Resources, you will have visibility to all aspects of Human Resources and work with a team of experienced progressive HR professionals.  Working with the team, you will focus on enhancing the employee experience by continuously improving systems and processes.

The ideal candidate is methodical and highly analytical with strong organizational skills. Consistent with the culture of USIP, a can-do attitude, team spirit and strong sense of integrity are imperative.


Grade 13, $99k - $102k

The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity and amount budgeted for the position.


UltiPro System Administration:

  • System administrator for UltiPro to include identifying, configuring and implementing functionality and processes to support the HR department and self-service environment. Manages, coordinates, tests, and implements enhancements and system upgrades.
  • Finds solutions for capturing data in a timely manner. Maintains data accuracy and integrity by performing periodic audits, analyzing information from various sources and reviewing system setups.
  • Troubleshoots and resolves user and system issues in collaboration with our systems providers, vendors and the HR Team.
  • Ensures data, including new job titles, cost centers, supervisors, locations, etc. are set up or existing information is changed as appropriate.
  • Process changes to employee records, including but not limited to compensation changes, new hires and terminations.
  • Manages year-end processes to include annual leave roll over, W-2 processing, charitable contributions, and leave bank contributions.
  • Manage system workflows/processes and reporting for FSA enrollment, annual open enrollment, live events and new hire enrollment.
  • Manages workflow and set up for onboarding new hires including I-9 and e-Verify processing, direct deposit, tax set up and position information.
  • Manages functionality for UltiPro mobile app.
  • Set up/update user security for appropriate staff based upon level of access to the system.
  • Ensures that all end-users of the HRIS have the knowledge to operate it appropriately.
  • Maintains positive working relationship with vendors of HR software and systems and provides recommendations to management on the deployment and/or usage of the HR systems.

Reporting and Metrics:

  • Run and create reports using Business Intelligence in UltiPro.
  • Compile, analyze data, ensure accuracy and distribute various monthly HR reports including position control, headcount, and active staff lists.
  • Compiles statistical reports concerning personnel-related data such as hires, transfers, turnover, promotions, etc.
  • Respond to ad hoc report requests. Provide analysis on reporting as needed. 
  • Compile and submit EEO-1 reports.
  • Compile and finalize ACA compliance reports (annual 1095 and 1094 forms)

Payroll Processing:

  • Process bi-weekly timesheets, timesheet adjustments and payroll for 200 employees. Make corrections to pay and attendance data as needed.  Process off-cycles payrolls as needed.
  • Perform post payroll processing activities, such as review of accuracy of payments, pay statements, produce internal reports, and any required post payroll audits.
  • Process Wage Garnishments.
  • Resolve any pay or tax issues in a timely manner
  • Work with UltiPro to ensure compliance with local practices and timely submission of all payroll/employment taxes, government and local filings.

Perform other duties as assigned.


  • BS/BA in Business Administration, Accounting, Human Resources or related field highly desirable.
  • Professional certification (e.g. PHR, SPHR) is a plus.
  • Minimum of seven (7) years of human resources experience required.
  • A minimum of three years of system administration experience with UltiPro, including processing payroll.
  • Knowledge of payroll calculation and processing procedures, laws, taxes, and best practices.
  • Advanced Excel knowledge required.
  • Excellent oral and written communication skills and sound interpersonal skills in order to provide assistance to staff at all levels of the Institute.
  • Ability to maintain professionalism, sound judgment and confidentiality is essential.
  • Able to multitask, prioritize, and manage time efficiently.
  • Attention to detail with advance math and analytic skills.
  • Exemplary customer service; ability to communicate effectively with technical and non-technical personnel and to promote team collaboration.
  • Familiarity with US and international pay and benefit regulations highly desirable
