Annual salary range:      $52,020.00 - $86,041.00

Essential functions include but are not limited to:

Oversees and administers the city-wide HRIS enterprise application(s), specifically as it relates to Human Resources and Payroll system modules.

Partners with management and stakeholders to objectively assess/diagnose technical business problems, develops and delivers tailored solutions to organizational needs as appropriate.

Functions as a strategic business partner by serving as a consultant, designing and implementing organizational HRIS strategies and goals.

Serves as technical lead in the implementation of various human capital management modules in PeopleSoft or other applicable HRIS.

Manages, prioritizes, and participates in the coordination and creation of projects and resources including monitoring progress, resolving issues, analyzing situations and implementing solutions using accepted project management tools and techniques.

Determines client's requirements by conducting meetings, learning the client's current processes, documenting the requirements, writing system and program specifications and obtaining client approvals.

Analyzes and resolves production problems by discovering the initial issues, creating the problem scenario, determining and correcting the root cause, and coordinating the implementation of corrective action.

Utilizes effective written and oral communication skills for dissemination of information and staff training related to productively utilizing technology.

Plans, designs, develops, implements and audits systems modifications based on analysis of user's needs from verbal and written requests.

Serves as the department's lead for maintaining an effective on-line presence through webpage design and monitoring of website performance utilizing innovative Search Engine Optimization (SEO) strategies.

Provides reports, proposals, and various communications as it relates to HRIS administration.

Performs other duties as required.


Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Bachelor's degree-level of study or equivalent.

Four (4) years of experience required in data reporting and analytics.

Preferred applicant will possess:

Extensive, documented experience in HRIS database management.

Relevant certification highly desired.

IT background in programming/coding.

Experience with PeopleSoft, applicant tracking systems and project management techniques.
