The BVFD is currently looking for a full-time position to perform a wide variety of professional, administrative, analytical, and coordination duties in support of human resources and payroll functions and programs. The ideal candidate will be an energetic professional; well organized, flexible and enjoy the challenges of supporting an office of diverse personnel. This position will serve under general direction of the Administrative Office Manager.

RESPONSIBILITIES:

Human Resources:

  • Maintains the District’s confidential personnel files, medical records, etc.
  • Coordinates background check process for required classifications.
  • Performs administrative work related to multi-tiered employee benefits programs.
  • Administers I-9 program, including issuing forms to new employees, verifying eligibility of employment, completing and signing off on forms, and maintaining accurate files.
  • Conducts and coordinates orientations for newly hired employees.
  • Interprets and applies Federal, State, and local laws and regulations concerning human resources programs.
  • Participates in special human resources projects and programs including training programs, open enrollment, and related events; coordinates and integrates program services and activities with other agencies and District departments.
  • Develops, administers and maintains various human resource policies and procedures for all divisions of the company.
  • Administers and monitors the compensation and performance evaluation programs.
  • Maintains company organization charts and the employee directory.

Payroll:

  • Administers the District’s payroll function; prepares and monitors payroll; audits all timesheets; balances payroll and ensures appropriate salary/benefit cost distribution relative to the general ledger; assists employees with questions related to paychecks, timesheets, and tax withholding reports.
  • Must become proficient with Telestaff software to finalize timecards for payroll processing.
  • Identifies & escalates non-compliance with all applicable tax regulations and company policies.
  • Performs related duties as assigned.

  • Regularly stand, sit, talk, hear, and use hands and fingers to operate a computer, telephone and various office equipment.
  • Reach, stoop, and kneel to operate and install computer and other various office equipment.
  • Close vision requirements due to computer work.
  • Light to moderate lifting.
  • Regular, predictable attendance.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job:

  • Moderate noise (i.e. business office with phones, computers, and printers; light traffic).
  • Confined work area.

Requirements

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in human resources management, business or public administration, or a related field.
  • Two (2) years of progressively responsible, professional and technical human resources/payroll experience.
  • Or, any combination of education, training or experience which demonstrates the ability to perform the duties of the position.

PREFERRED QUALIFICATIONS:

  • SPHR or PHR certification and affiliation with professional HR organizations.
  • Experience working in public sector setting.
  • Working knowledge of MS Windows 10 and Office Suite (Excel, Word, PowerPoint).
