Summary 

Barry University, Human Resources department is currently seeking an HR Partner for the Federal Work-Study (FWS) Program. The HR Partner serves as an HR generalist and performs a variety of duties in support of human resources functions including but not limited to recruitment, placement, training, and employee relations. This position is responsible for validating financial aid awards for Work-Study students prior to job placement and communicating remaining hours to both supervisors and students. Provides information and assistance to FWS students and supervisors related to job postings, hiring, onboarding, transferring of departments, and separation of employment. Also responsible for responding to general questions on the FWS job placement process, and HR policies and procedures. Responsible for completing various projects related to the Federal Work-Study program such as recognition awards, benchmarking analysis, maintaining websites, conducting training for both supervisors and students, and maintaining the Work-Study Student Employment Handbook. 

Essential Functions

Serves as the HR Partner for the Federal Work-Study Program by completing various functions to include:

  • Verifies award eligibility of students with Financial Aid prior to job placement. Verification must be conducted multiple times throughout the hire process due to the changing needs of student financial aid.
  • Collaborates with and provides guidance to hiring managers throughout the Work-Study hiring process.
  • Designs, develops, and communicates Work-Study policies and procedures for placement and hiring to the campus community.
  • Advertises internally for vacant Work-Study positions utilizing Workday HR Recruiting applicant tracking system. Ensuring job titles and postings are consistent with best practices.
  • Reviews applications and resumes, determining eligibility based on qualifications, and dispositions qualified candidates to the hiring manager via Workday HR Recruiting. Notifies candidates when not selected.
  • Conducts background checks and reference checks for all new/rehire Work-Study students as required. Adjudicates background check results in accordance with policy. Ensures Work-Study students hired in a leadership role are cleared with the Office of Student Conduct (i.e., Housing and Residence Life, CCSI positions).
  • Coordinates interviews when applicable.
  • Notifies Work-Study students and hiring managers of placement. Assists FWS students with the onboarding process.
  • Verifies the authenticity of candidate/employee IDs for Form I-9 and conduct re-verifications as necessary. Ensures unexpired IDs are presented in their original form within three business days of hire in accordance with the Immigration Reform and Control Act. Scans copies of identification into the FWS student’s Workday profile. Responsible for entering identification documents in Workday and reviews E-Verify results.

Performs various functions in the HRIS system to include:

  • Initiates various functions in Workday HCM/Recruiting such as creating job requisitions, referring applicants, or inviting candidates to apply for vacant FWS positions. Approves/reviews various business processes in Workday to include hiring (upon departmental approval), assign organization, and processing job changes such as transfers and terminations. Accurately enters the information in the HRIS database.
  • Ensures position titles are displayed in Workday in a consistent manner and follow best practices according to established protocols (i.e., FWS, Office Assistant).
  • Reviews TeamDynamix ticketing system and responds to all open tickets for FWS positions/inquires within 72-hours.
  • Reviews and responds to student emails received in the fwsemployment@barry.edu mailbox and forwards emails to the appropriate area as necessary within 48-hours.
  • Testing of new Workday functionality and troubleshooting in sandbox will be required.

Coordinates and develops Work-Study programming:

  • Works in collaboration with Organizational Development and other units to create or support programming for FWS students on acquiring or developing workplace competencies.
  • Coordinates and develops recognition programs for FWS students in collaboration with other units, such as HR, Institutional Advancement, Financial Aid, and the Administrative Staff Council. Recognition programs may include but are not limited to the annual FWS Appreciation Luncheon, and the FWS of the Year Award.
  • Attends new student orientation and provides students with guidelines on how to apply for FWS jobs.
  • Collaborates with Organizational Development on the design, development and implementation of FWS training for supervisors to include a variety of topics such as the hiring process, PDQ submission, time entry approval, tracking of hours, mentoring, best practices for supervising federal work-study students, and Workday.
  • Collaborates with Organizational Development on the design, development and implementation of FWS training for students to include a variety of topics such as the Workday hiring process, I-9 submission, onboarding, time entry, tracking of hours, standards of excellence, and policies and procedures.

 Develops FWS Policies and Procedures in accordance with best practices:

  • Develops Work-Study guidelines for hiring managers and students by creating information cards, manuals, and/or job aids. Ensures the FWS Employment Handbook is up-to-date.
  • Conducts benchmarking analysis on FWS policies, procedures, and programming as required.
  • Keeps up to date on FWS employment regulations and applicable laws, ensuring compliance. Maintains membership with the National Student Employment Association (NSEA). http://www.nsea.info/
  • Ensures websites display accurate and the most up-to-date information on FWS procedures.
  • Ensures FWS policies are up-to-date on the onboarding BP and consequences for not following established protocols (i.e., zero tolerance for time entry falsification).
  • Works in collaboration with the department of Employee Relations for any employee relations matters.
  • Serves on the Athletics Compliance Committee and maintains up-to-date with all NCAA regulations.

Conducts audits and communicates status of FWS hours:

  • Monitors the FWS total award amount on a bi-weekly basis to ensure student payments do not exceed allocated funds. Ensure FWS annual Responsible for communicating FWS remaining hours to both supervisors and students at least three times during a semester (during the beginning, mid-point, and towards the end, 2 to 3 weeks prior to graduation).
  • Ensures proper reconciliation to the general ledger for Work-Study Cost Centers/Function/Fund.
  • Ensures Work-Study students are mass termed in Workday at the end of the academic year, excluding summer employment.
  • Provides analytics and input into the review of student positions in order to ensure FWS funding is utilized to the maximum.
  • Conducts audits to ensure FWS students are not clocked-in during class times.
  • Enters total award amounts for each FWS student in Workday. Collaborates with Financial Aid to modify award amounts as required.
  • Enter one-time-payment when applicable.

Requirements

  • Bachelor’s Degree in any field required.
  • 3-5 years of related experience in Administration, Financial Aid, or Human Resources. College level coursework may substitute for a Bachelor’s Degree.
  • Must posses a high level of analytical skills to problem solve a variety of Human Resources related challenges and provides sound judgement in decision making. This position requires the ability to identify and resolve problems in a timely manner while gathering and analyzing information skillfully.
  • Proven ability to take initiative and prioritize actions while managing numerous tasks. Proven ability to work in a team environment.
  • Must be proficient use of the Microsoft Office suite to include Word, Outlook, Excel, and PowerPoint. Ability to learn Workday Human Capital Management, Workday Recruiting, and TeamDynamix.
  • Ability to multi-task, and take initiative. Strong attention to detail.
  • Ability to operate phone, personal computer, fax, scanner, and copy machine.
  • Must have excellent communication skills both written and verbal. This position requires an individual who speaks clearly and persuasively in positive and negative situations. Must have excellent presentation skills.
  • Must be able to adapt to changes in the work environment, manage competing demands and have the ability to deal with frequent interruptions, delays or unexpected events.    
  • Provide excellent customer service to all University constituents. Follow up on inquires in a timely manner. Diffuse irate situations in a calm and solution focused manner. Displays a positive and welcoming demeanor to students, faculty, and staff.
