Position Summary: The HR Manager will be a champion of HR with strong customer focus and play a key role in driving employee engagement. The HR Manager will provide leadership and support in all areas of HR including but not limited to talent acquisition and staffing, compensation, benefits administration, employee relations, training and development, EEO/AAP, policies and procedures.

Essential Duties and Responsibilities:

Recruitment & Talent Acquisition

  • Ensure the development of compliant job descriptions.
  • Manage high-volume talent acquisition, successfully staffing new programs during rapid organizational growth.
  • Conduct recruitment for exempt and non-exempt positions to build/maintain a talented workforce.
  • Manages all aspects of the hiring process including incorporating various sourcing strategies.
  • Coordinate and administer candidates’ testing and assessments.
  • Manage recruitment efforts by posting vacancy announcements, attending career fairs, researching and expanding the recruitment sources for OIC vacancies to maintain a strong pool of qualified applicants.
  • Coordinate pre-employment screening, conduct background checks, reference checks.
  • Coordinate with Communications and Business Services Team to ensure that OIC vacancies are incorporated into organizational branding and communications efforts and community events.
  • Ensure updated OIC website career posting.
  • Provide monthly reporting on OIC vacancies and recruiting efforts.

Employee Onboarding

  • Conduct New Hire Orientation & Personnel paperwork including I-9 verification's.

Learning & Development

  • Monitor training requirements, make recommendations and partner/collaborate with training vendor.
  • Manage an organized, seamless performance evaluation process and ensure timely completion according to OIC policy.

Performance Management & Employee Relations

  • Manage the organization performance evaluation process including providing coaching, analyzing content for accuracy and liability.
  • Conduct investigations, make recommendations, provide resolution plan for employee complaints/concerns, and monitors follow-up on action plans for management.
  • Manage termination process with discretion and confidentially.

Personnel Management

  • Maintain employee files; ensures accuracy, compliance and confidentiality.
  • Maintain OIC’s company website on the ADP platform and ensure it reflects current OIC policy and news.

Benefits Administration

  • Supports employee benefit administration including health/dental/life insurance, short and long-term disability, AFLAC, workers’ compensation, FMLA, COBRA, and 403(b) accounts.
  • Communicate benefit offerings to staff and coordinate information sessions for staff.

Payroll Administration

  • Provide support with bi-weekly payroll processing utilizing ADP platform.
  • Performs other related duties as required and assigned.

Requirements

Requirements:

  • Bachelor's degree and 5+ years of Human Resources experience in a 75+ employee organization.
  • PHR and/or SHRM-CP preferred
  • Non-profit experience preferred but not required

Other Required Skills and Abilities:

  • Strong organizational, oral and written communication skills.
  • Ability to manage time effectively and manage multiple deadlines and/or projects on a constant basis.
  • Demonstrated ability to use sound and accurate judgment and to apply experience to resolve non-routine problems independently and/or to seek direction from supervisor.
  • Responsible for organizing own work, coordinating projects, setting priorities, meeting deadlines and following up on assignments with a minimum amount of direction.
  • Ability to interface with all levels of the organization and maintain confidentiality.
  • Strong knowledge of Microsoft Office, including Word, Excel, PowerPoint, Visio and Outlook
  • Ability to use standard office equipment to include computer, telephone, copier, fax machine, etc.
  • This position may require independent travel between agency resource centers and other venues as required by position. Must maintain valid DL and insurance coverage on personal vehicle at all times during employment.

Physical Requirements:

  • Performing the duties of this position requires the ability to walk, sit, stand, reach, talk, hear and lift presentation materials, including equipment.
