The Human Resources Manager will join our passionate, diverse, and creative team at a critical time for the drug policy reform movement in the United States. U.S. leaders are now doubling down on the war on drugs, using it as a tool to stoke fear in society and rally their base, and as an excuse to lock up or deport people of color and immigrants. Tens of thousands of people are dying from opioid overdoses, with little meaningful response by the federal government. At the same time, we are seeing state and local governments taking action, increasingly legalizing marijuana, passing Good Samaritan laws, and even exploring safe consumption sites. Public opinion, too, is increasingly in our favor, with ever larger numbers of people supporting alternatives to current policies of prohibition and criminalization. In this context, DPA’s expertise on drug policy, rigorous analysis, and strong, principled voice stand to make an enormous difference in shaping public opinion and policy, and ultimately making a concrete difference to the lives of millions in the U.S. and beyond.

 

Over the last 15 years, DPA has expanded from its New York headquarters to a total of eight offices, 80 plus staff, an annual operating budget of approximately $17 million, 25,000 dues-paying members and more than 300,000 online subscribers.  It has a solid track record of success at the local, state, and federal levels and consistent visibility in prominent media and policy circles. The Position

 

The Human Resources Manager is responsible for performing HR-related duties on a professional level and works closely with senior HR management in supporting all DPA offices. This position carries out responsibilities in the following functional areas: employee relations, training, performance management, onboarding, policy development and implementation, and recruitment.

 

Primary Responsibilities 

 

The Human Resources Manager is responsible for the following:



  • Bridges management and employee relations by training managers to coach employees; hearing and resolving employee grievances; conducting investigations, as necessary.
  • Assists in the development and implementation of personnel policies and procedures; updates and disseminates the employee handbook.
  • Supports a consistent, organization-wide recruiting and interviewing program; writes and places job postings; counsels managers on candidate selection.
  • Conducts employee orientation programs and suggests areas for improvement.
  • Monitors the performance evaluation process and develops plans for system overhaul and implementation; counsels managers to ensure consistent and successful adherence to employee evaluation policies.
  • Develops and supports a management training curriculum that complies with state and federal labor laws and organizational policies and procedures.
  • Maintains organization charts and HRIS data.
  • Acts as liaison with various staff task forces, including the Wellness Task Force and other ad hoc committees.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.

 

Qualifications

  • A bachelor's degree and five years of progressive Human Resources experience with oversight of complex employee relations concerns
  • Specialized training in employment law, organizational planning, organization development, employee relations, training, diversity & inclusion, and preventive labor relations, preferred
  • High level of interpersonal skills to handle sensitive and confidential situations and documentation
  • Ability to maintain a high level of confidentiality
  • Excellent organizational skills with the ability to work independently and handle multiple tasks simultaneously

 

Terms of Employment

 

This position requires the candidate to work in the New York office. Travel required.

 

Compensation

 

The base salary for the job grade of this position is $65,000. Any offer of employment will take into account the particular candidate’s skills and experience. DPA offers a competitive benefits package including health, dental, long-term disability, and life insurance; a generous 403(b) plan; and 25 days paid time off.
