This position will be stationed in SSI Headquarters (Germantown, MD).

Position Summary: The Human Resource (HR) Manager is directly responsible for the overall administration, coordination, and evaluation of the HR function. This is a hands-on, multi-tasking position and duties include managing all employees of the department, specifying the roles and responsibilities of the HR team members, performance management, and hiring of the employees within the department.

Essential Functions & Responsibilities/Description

  • Develop HR department goals, objectives, systems, plans, policies, and procedures
  • Plan, organize, and control all activities of HR department
  • Manage daily HR operations and provide strategic guidance
  • Establish and maintain HR department records and reports
  • Monitor and revise the performance evaluation program as necessary
  • Review and revise job descriptions as necessary
  • Develop, recommend, and implement personnel policies and procedures
  • Prepare and maintain handbook on policies and procedures and maintain company organization charts
  • Handle Service Contract Act (SCA) regulations, policy, and compliance
  • Analyze, modify, and evaluate benefits policies to establish competitive programs and ensure compliance with legal requirements and the overall cost-effectiveness
  • Perform benefits administration to include claims resolution and change reporting
  • 401K plan administration
  • Benefits administration and bills reconciliation
  • Keep track of benefits enrollment checklists and enrollment forms
  • Develop and maintain Affirmative Action program and compliance with OFCCP regulations
  • Lead OFCCP audit compliance
  • File EEO-1 and Vets Reports annually
  • Maintain OSHA records and reports
  • Maintain FMLA records
  • Maintain other records, reports, and logs to conform to EEO regulations
  • Conduct employee relations counseling, outplacement counseling, and exit interviews
  • Participate in administrative staff meetings and other meetings as necessary/required
  • Recommend new approaches, policies, and procedures to affect continual improvements and efficiency of department and services performed
  • Access training levels of the team members and recommends appropriate training
  • Advise managers on organizational policy matters such as equal employment opportunity and sexual harassment, and recommend needed changes
  • Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations
  • Serve as a liaison between management and employees by maintaining good employee relations, handling questions, interpreting, and administering contracts and helping to resolve work-related problems, and develop recommendations for improvement of organization's personnel policies and practices
  • Perform other duties as assigned

Requirements

  • Bachelor’s degree in relevant fields required
  • Minimum 5 years of prior HR Manager experience working in small business environment preferred
  • MBA degree preferred
  • PHR/SPHR certification preferred
  • Experience with Government contracts preferred
