Job Summary:

Develop, manage, administer, and evaluate a variety of human resources functions, policies, and procedures including benefits administration, employment, and employee relations for a staff of 150+ among two locations. Serve as HR leader that consults with management and employees on human resources programs and plan offerings. Demonstrate through behavior support of the HRA Values and help guide others in doing so.

Duties and Responsibilities:

Develop, manage and administer HRA’s Benefits Program. 

  • Develop strategic employee benefits ensuring a compliant, competitive, and financially sustainable benefits program, including medical and dental plans, 401(k), life insurance plans, STD/LTD programs, worker’s compensation, and employee wellness programs. 
  • Ensure HRA benefits are current and competitive with regard to trends, practices and costs.  
  • Negotiate coverage services and costs with insurance carriers and benefit vendors.  
  • Maintain benefits files and policies. 
  • Conduct annual open enrollment, including documentation, employee communication/training and processing. Conduct benefits meetings with new employees and departing employees. 
  • Ensure accurate and timely processing of enrollment, claims, COBRA, ACA reporting, routine audits, etc. Correct and resolve discrepancies appropriately. 
  • Ensure legal compliance of benefits and policies (i.e., HIPAA, ERISA, FMLA, ADA, ACA, etc) on existing, new, or anticipated legislation. 
  • Report worker’s compensation claims to carrier and follow through with all parties involved. Maintain OSHA log and post reports and forms, as required. 

Manage and administer Benefits budget. 

  • Collaborate with Finance Department in establishing annual benefits budget. Operate within approved budget.  

  • Reconcile benefits invoices, ensuring timely payment. Track and monitor benefits costs. 

Assist VP, HR in recruitment, staffing, and retention efforts for staff. 

  • Screen applicants, conduct phone interviews and reference checks, extend job offer, and prepare and assist in new hire onboarding and development. 

  • Contribute to organizational department planning, job design, and staff forecasting. 

Manage and maintain HRIS system and vendor relationship. 

 

Develop, implement, and maintain HR policies and procedures to ensure efficient departmental operations and compliance with applicable regulations. 

  • Provide HR policy interpretation. 

  • Provide guidance to employees and managers regarding HR procedures and policy questions 

Partner with VP, HR on employee relations, experience, and engagement.  

  • Participate in and lead exit interviews and conduct investigations regarding employee concerns, as assigned. 

Review, analyze, prepare and file required reports; make recommendations and/or decisions when necessary. 

Maintain solid internal and external relationships by handling questions and concerns with timeliness and professionalism. Promote awareness and visibility of the mission of HRA by providing outstanding customer service to both internal and external customers. 

Actively contribute to management of employee wellness program. 

Actively participate in retirement and investment and risk management and safety committees. 

Promote positive work culture. Represent HR department at different locations, as needed. 

Provide additional oversight to HR Coordinator in areas of  areas of onboarding, offboarding, benefits/wellness administration, HRIS administration 

Perform additional HR functions and processes as required for terminations, leave administration, benefits enrollment, compensation, and recordkeeping. Assist with special projects, conduct research and perform other duties as needed. 


Requirements

Physical Requirements and Work Environment:

  • Regularly sits at a computer station and operates electronic equipment. 
  • Regularly moves about the facilities to coordinate work. 
  • Ability to work in an environment that houses and cares for animals of a variety of species and that may include interaction with these animals

Qualifications and Requirements: 

  • Knowledge of and ability to plan, implement, and administer benefits program, systems, policies, guidelines, compliance, and best practices. 

  • Knowledge of general HR functions including recruitment, engagement, and employee relations. 

  • Knowledge of and ability to use HRIS system. Computer literacy with proficient use of programs including MS Office, email, interview and database management software to efficiently accomplish work. Basic knowledge of payroll systems. 

  • Demonstrated ability to exhibit sound judgment and ability to use discretion in handling confidential and sensitive HR issues in an objective, neutral, and strategic manner. 

  • Ability to read, research, analyze and interpret human resources and benefits journals, financial reports, and legal documents.   

  • Ability to generate and analyze data to develop reports and metrics to assess and improve processes and systems.   

  • Ability to work effectively, both independently, as a leader, and in a team environment, and with key internal and external stakeholders. Develop and manage productive relationships at all levels, establish trust and respond to staff in a thoughtful, sensitive and timely manner.   

  • Ability to succeed in an atmosphere of multiple projects, shifting priorities, and deadline pressures. Ability to be flexible, detail oriented and prioritize. Ability to problem solve correctly, responsively, creatively and logically. 

  • Excellent interpersonal skills with a customer service orientation. Ability to communicate effectively, courteously, and professionally with a variety of individuals representing the public, board members, volunteers, donors, and employees. Excellent oral and written communication skills including presentations to small and large groups.  

  • Ability to effectively collaborate with other department and staff members. Manage and maintain relationships with colleagues and departments. 

  • A team-oriented and collaborative approach to work, with an ability to bring out the best in peers.  

  • Interest in and understanding of animal welfare. 

Education and Experience:

  • Minimum 4 years of progressively responsible experience in multi-HR disciplines, including experience in benefits management and administration, preferably in a nonprofit environment.  

  • College degree in Human Resources, Business Administration or equivalent field or combination of education and experience. PHR/SHRM-CP Certification preferred.
