Under general direction, perform work of considerable difficulty in managing the Compensation/Benefits Division of the HR Department and provide assistance in the administration of HR policies and procedures.

Examples of Duties:

Essential Functions: Provides leadership and manages the daily operations of the Compensation/Benefits Division; directs, develops and motivates staff to meet objectives that assist in achieving the District's strategic business plan; direct the planning, administration, and implementation of all compensation programs and policies. Manage all benefit programs (life, health, disability insurance and retirement); Lead Payroll and HRIS teams.

MSD's Civil Service Rules and Regulations; trains and instructs department staff so that work is completed in an organized, efficient manner and that applicants/employees are treated fairly and consistently; consults with Appointing Authorities, supervisors and employees regarding HR issues; conducts or completes wage surveys, special reports, and unemployment insurance claims; analyzes statistical data and other reports concerning Human Resources functions in order to identify and determine causes of potential HR problems and develops recommendations for improvement; oversees the District's pay plan to ensure the information is current and accurate; prepares and monitors the division's budget; maintains sources of data and information pertinent to HR regulations and policies; attends HR related meetings and conferences; completes EEO-4 report.

Additional Responsibilities: Performs duties and responsibilities and related work as required or as delegated by the Human Resources Director.


Minimum Qualifications:

Training and Experience:  Bachelor's Degree from an accredited college or university with major coursework in Human Resources, Business Administration or related field and six years of progressively responsible experience in Payroll/Benefits with at least two years of management/supervisory experience.

Desirable Knowledge, Skills, and Abilities:  Considerable management and technical knowledge of Oracle Time and Labor (OTL) and operational practices of Oracle's HRIS System; considerable knowledge of District ordinances, rules and regulations and laws affecting HR administration; good knowledge of  computer applications and applicant tracking software; considerable skill in management techniques and application; considerable skill in communicating effectively, both orally and written; considerable skill in recognizing, analyzing and recommending effective solutions; considerable ability to prepare administrative budget; considerable ability to maintain effective working relationships with both internal and external customers; considerable ability to plan and supervise the work of others; considerable ability to maintain records and prepare reports.
