Responsible for planning, scheduling, and managing work in a wide variety of HR functional areas. Provides strategic direction for human capital management initiatives and associated projects, including personnel Recruitment and Retention program, Equal Employment Opportunity (EEO), Risk Management, and Policy and Procedure development. Leads the development and application of standardized HR policies, practices, and processes in Employee Relations, wage and salary administration, Organizational Development, Employee Benefits, Workers Compensation, and related HR administrative matters in compliance with contractual requirements and established company policies. Leads the HR function, to include managing the HR services, Employee Relations, Recruitment and Retention, Benefits, Training & Organizational Development.

MAJOR JOB ACTIVITIES: Please list by order of priority and, if possible, provide the percentage of time spent on the activity all should equal 100%.

1. Provides information, consultation, and support to all levels of Management on employment and management issues, planning and staff development.

2. Serves as Point of Contact (POC) for in-house, outside counsel, and Corporate for all employment legal issues.

3. Supervises and provides training guidance to all HR staff.

4. Prepares reports as required by Management.

 5. Responsible for coordination of, Annual Salary Reviews, program Employee Compensation and Benefits Program.

6. Manages development of timely and effective recruiting plan for full-time contract personnel requirements, including advertising and special recruiting requirements.

7. Oversees the establishment of programs within the HR section to meet normal and contingency mission requirements.

 8. Directly monitors and controls these programs as needed.

 9. Develops and implements annual budget for HR.

10. Ensures appropriate response to Unemployment claims, Workers Compensation claims, and Equal Employment Opportunity Commission (EEOC) discrimination charges.

11. Ensures maintenance of accurate and current Broussard employee records.

12. Remains current on employment law, local Law and other applicable changes in the HR discipline.

13. Participates in process improvement and quality review activities.

14. Develops and supports achievement of performance metrics for HR activities.

15. Supports the attainment of performance metrics by enforcing standards, team building and mentoring. 16. Ensures compliance with applicable Environment, Health, and Safety (EHS) policies/procedures.

17. Implements and maintains a safe workplace program, ensuring safety is the highest priority.

18. Ensures that all subordinate employees are trained and understand Broussard EHS and Quality Assurance (QA) requirements and goals. Maintains documentation as necessary to meet these requirements.

19. Works to achieve Broussard goals and contractual commitments.

20. Interfaces with other Broussard Managers and staff, as required.

21. Handles confidential matters (personnel actions, management reports, etc.) in accordance with Broussard policies.

22. Communicates professionally, both orally and in writing.

23. Liaises and interacts with subcontractors.

24. Performs other duties as assigned.

 MATERIAL & EQUIPMENT DIRECTLY USED: Personal Computers, Microsoft Office software products, HR database (Foundation Software), copiers, printers and facsimile machines.

WORKING ENVIRONMENT: Works in a general office environment. May be required to Travel to off-site locations.

Qualifications MINIMUM QUALIFICATIONS: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. High school diploma or equivalent Bachelors Degree in HR Business Administration, or other related degree is preferred. Evidence of participation in HR continuing education courses from an educational institution, training organization, or through self-study. Certifications and Licenses: Global Professional of Human Resources (GPHR), Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR),  or Certified Compensation Professional (CCP) certification preferred. Experience: 6-8 years of experience in HR with a strong background working in activity areas of employee relations. Four years of supervisory or managerial background.

Skills: Skilled working in a team-oriented environment and able to demonstrate strong leadership skills at various levels of an organization. Highly skilled in word processing, spreadsheets and database software, and have strong written and verbal communication skills.
