Spectrum Management, LLC has been serving the Washington, DC metropolitan area for over 16 years and provides a comprehensive array of services that include construction management, facilities management and real estate development services.  Currently in a growth mode we are looking for a dynamic HR professional with experience in the government contracting space.  The Leadership team at Spectrum wants to ensure the HR infrastructure is ready for the expected by ensuring we have the necessary staff in place.  The ideal candidate will have experience in the following areas:  Service Contract Act (SCA) administration; Unionized workforce; DC labor laws; Affirmative Action Plans; Compliance reporting – EEO1; Vets 4212; and Benefits administration.


Administers human resource policies and procedures including employee handbook

Participates in developing department goals, objectives and systems

Recruits for open positions and is responsible for tracking of applicants and affirmative action (AAP) related information

Administers on-boarding process

Oversees Performance Management process

Benefit Administration including FMLA, Disability, COBRA and worker’s compensation

Ensures Spectrum remains compliant with Federal, state, and local laws and regulations;

Responsible for filing of all annual compliance reporting

Assists in conducting annual employee surveys

Handles employee relations issues and assists managers in progressive discipline and performance improvement plans



•Bachelor’s Degree

•3-5 years of related professional experience

•PHR or SHRM-CP required

•1+ years of experience with Government Contracting and Service Contract Act compliance

•Applies in-depth professional-level knowledge to independently solve a full range of complex problems

•Demonstrated track record of coordinating and managing human resources initiatives or projects

•Demonstrated experience aligning human resource strategy with business goals is required
