The primary purpose of the Human Resources Generalist is to perform the day-to-day human resource and payroll-related tasks on a professional level and work closely with the management team to support several functional areas. Duties and responsibilities will extend to payroll, benefits administration, employee relations, training, performance management, policy implementation and interpretation, personnel employment life cycle; affirmative action and employment law compliance. This position will also support administrative functions for the safety department.

MUST HAVE CERTIFIED PAYROLL EXPERIENCE


SHRM, PHR or SPHR highly desired
5+ years' successful/demonstrated/documented and progressive human resource experience preferably in the industrial, construction, and/or oil and gas markets
5+ years' payroll administration experience to include at least 3 years' experience with federal contracts/Davis Bacon
3+ years' benefits administration
Thorough understanding of federal, state, and local regulations (DOL, EEOC, USCIS, ADA, FLSA, OSHA, and other appropriate entities)
Proficient use of Microsoft Word/Excel/Outlook and QuickBooks
Ability to speak, read, write English language (Spanish is a PLUS)
Must be able to create a harmonious work environment and communicate well with management


Must have prior experience/knowledge/expertise:

  • Administers various human resource plans, benefits, and procedures for all personnel ensuring regulatory compliance (federal, state and local); advises management of changes and provides realistic and reliable solutions
  • Assists in the development and implementation of personnel policies and procedures
  • Prepares and maintains the employee handbook and the policies and procedures manual; ensures updated policy standards
  • Performs benefits administration services within ADA/HIPAA protocols; change reporting, approving and auditing invoices for payment and communicating benefits information to employees
  • Develops and maintains OFCCP and/or affirmative action program; files EEO-1 and VETS-4212 report annually as appropriate; and maintains other records, reports and logs to conform to EEO regulations
  • Conducts recruitment and employment efforts for the full lifecycle of all personnel including advertising, sourcing, recruiting, interviewing and scheduling interviews with appropriate personnel; executing contingent offers of employment, scheduling pre-employment screening, coordinating and conducting onboarding with appropriate personnel
  • Anticipates and maintains appropriate staffing levels within the organization
  • Handles employee relations including counseling, disciplinary action and/or documentation; follows up with employees and managers to ensure disciplinary action has been effective; documents efforts and makes recommendations for improvement; manage difficult or emotional situations effectively and responds promptly to personnel needs; solicits management feedback and ensures timely communication of necessary and/or major concerns/issues and develops and communicates prompt solutions
  • Develops training and evaluation tools and tests
  • Provides accurate information, answers and maintains quality interactions with all personnel
  • Manages risk by anticipating/finding discrepancies and sending out the proper request for information to obtain the correct answers
  • Establishes and maintains company organizational charts and the employee directory
  • Assists in evaluation of reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed
  • Responsible for accurately monitoring, maintaining and overseeing reports, documentation, recordkeeping, correspondence, communications, etc.; follows established procedures when creating proposals and documents
  • Updates and retains job descriptions as appropriate
  • Conducts and oversees employee training and testing efforts
  • Assists with coordination of safety programs (OFCCP, OSHA; local, state and federal requirements)
  • Appropriately administers and coordinates Workers’ Compensation program including (but not limited to) injury and witness statement documentation; ADA, FMLA, non-FMLA/sick leave, and return-to work policy administration; bona-fide offers of employment/modified duty
  • Conducts routine inter-departmental audits (payroll, benefits, I-9, recordkeeping and/or destruction, etc.) to ensure ongoing compliance efforts; maintains appropriate documentation for efforts and communicates findings and responses to management
  • Retains an expert-level understanding of criteria for exempt and non-exempt employment; job-costing, FLSA, OFCCP, Davis Bacon (and related regulations) and federal, state and local payroll requirements; communicates and ensures compliance
  • Understands proper taxation and execution of employer-paid benefits
  • Performs routine payroll department operations and manages workflow to ensure all payroll transactions are processed accurately and timely; strives for 100% accuracy
  • Reconciles payroll prior to transmission and validate confirmed reports
  • Processes correct garnishment calculations and compliance
  • Accurately executes time and attendance processing and interfaces with payroll
  • Perform compliances for unclaimed property payroll checks
  • Processes accurate and timely year-end reporting when necessary; distributes W2s
  • Develop ad hoc financial and operational reporting as needed
  • Process manual checks as appropriate
  • Update and reconcile monthly bank statements as appropriate
  • Participates in staff and other meetings as appropriate
  • Remains a subject-matter expert through formal and informal training and/or self-directed activities; continues development of personal and professional skills and establishes and participates in industry and other professional networks to ensure awareness of regulatory and other trends that may affect the business or direction of the company’s initiatives, policies and programs
  • Works closely with the senior management team, project managers, other key personnel and contacts for seamless integration of responsibilities and functions
  • Consistently meets and/or exceeds productivity goals; meets competing deadlines
  • Where required, negotiates with other department managers for the acquisition of required personnel from within the company
  • May act as a liaison for company and employee communication; follows through on all actions to ensure 100% deadline compliance
  • All other duties as assigned for the successful execution and/or completion of various projects whether or not specifically assigned
