The Human Resources and Finance Manager's area of responsibilities includes management of the departmental human resources, payroll, budget (development, monitoring, and analysis), purchasing, financial reporting, policy interpretation, accounts payable, accounts receivable, and billing. This position will serve on city-wide committees and attend meetings as the economic and administrative departmental liaison.  

Specific duties include:

  • Human Resources

    • Review, authorize and supervise personnel transactions, payroll, and leave

    • Provide administrative interpretation of city/department policies and procedures and applicable employment laws

    • Assist the staff in workforce planning and recruitment. Oversee/assist with promotional and hiring processes. Coordinate EEO & Workforce Planning reports

    • Monitor hiring practices to ensure that proposed requests comply with approved operating budgets. Manage promotional and hiring vendor contracts

    • Review, analyze, monitor applications for new positions, job re-classifications, and job postings

  • Budget

    • Coordinate the preparation and management of the department's operating and capital budgets

    • Oversee maintenance of accounting ledgers, records, and files to provide operational and capital cost accounting

    • Prepare operating and analytical financial reports providing necessary information and recommendations with rationale

    • Ensure appropriate audits of all ledgers to ensure accuracy

    • Oversight of Grant management and compliance

  • Administrative Responsibilities

    • Prepare data-driven recommendations for strategic planning.

    • Support the Command Staff with special projects and analysis

Requirements

Requires any combination of education (above the high school level) and/or experience equivalent to nine (9) years, including at least three (3) in a supervisory role, in fields utilizing the required knowledge, skills and abilities, such as business/public administration, budget/finance administration, or management/program analysis. Must have, or obtain, a current and valid Virginia or North Carolina driver’s license in accordance with Virginia or North Carolina DMV driver's license eligibility requirements.
