JOB TITLE:  HUMAN RESOURCES DIRECTOR (Exempt)

 

GENERAL JOB DESCRIPTION:


Leads, directs and manages the overall administration, coordination and evaluation of the Human Resource Department. Performs professional, technical and analytical work related to human resources activities including recruitment, selection, classification, compensation, promotional processes, performance management, employee recognition, employment law and regulatory compliance, policy development and documentation, organizational development and training, benefits administration, conflict management, and employee relations.

 

ESSENTIAL JOB FUNCTIONS:

  1. Creates and executes plans for human resource and organizational development in alignment with the District’s strategic plan. Organizational development includes, but is not limited to, identifying current and future human resource needs of the organization and aligning various processes and procedures such as recruitment, selections, orientation, career development, professional and leadership development training and testing, retention/recognition/reward strategies; reviews and evaluates work methods and procedures; meets with staff to identify and resolve problems.

  2. Works with internal and external resources to research and benchmark District programs and functions/business units falling under his/her responsibility, to understand what other organizations are pursuing in order to offer a perspective to strategic planning sessions. Assesses and reports on current performance, consumer, market and environmental trends to generate insights to drive the strategic and innovative agenda.

  3. Oversees employee benefits program responsibilities by directing the administration of the group health insurance and life insurance plans, flexible spending and dependent care programs, retirement plans, Employee Assistance Program, Short Term Disability, Long Term Disability, Workers’ Compensation, COBRA, HIPPA and FMLA. Analyzes existing benefit policies of organization and prevailing practices among similar organizations to establish competitive benefits programs. Plans modifications of existing benefits programs. Recommends benefit plan changes to Fire Chief. Notifies employees of changes in benefits programs.

  4. Conducts studies, analyses and research on a wide variety of human resource topics, including salary and benefit surveys, absenteeism and turnover rates, staffing levels, hiring patterns and human resource trends.

  5. Maintains the District’s personnel records system and provides access to those records.

  6. Oversees the District’s Risk Management programs including property, liability and casualty insurance policies and claims.

  7. Assists in developing the District’s budget, forecasting salary and benefits costs for District departments.

  8. Takes a proactive role in identifying, seeking feedback on and responding to issues of interest to employees; works in collaboration with senior management to ensure proactive and effective employee communications regarding human resources, including but not limited to, topics such as benefit enrollment and changes, employee satisfaction surveys, employee newsletters and incentives, etc.

  9. Advises Fire Chief, management, supervisors and employees regarding human resource matters, interpreting policies and procedures. Provides guidance with problem resolution, grievances, fact-finding investigations and corrective actions; assists with sensitive and controversial issues.

  10. Coordinates the grievance process for bargaining unit and non-bargaining unit employees.

  11. Serves as the primary contact with the District Attorney related to HR issues.

 

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS AND ABILITIES):

  • Knowledge of supervisory/management techniques and issues.

  • Knowledge of the principles and practices of human resource management.

  • Knowledge of applicable laws, both federal and state, including, but not limited to, Fair Labor Standards Act, Family Medical Leave Act, Americans with Disabilities Act and Worker’s Compensation.

  • Knowledge of employee benefits programs.

  • Knowledge of training techniques and methods.

  • Knowledge of record keeping principles and procedures as they relate to the maintenance of personnel records.

  • Ability to analyze and interpret the Human Resources needs of the District and use that knowledge to develop programs to meet those needs.

  • Ability to communicate effectively, orally and in writing.

  • Ability to carry out assigned projects to completion.

  • Ability to establish and maintain effective working relationships with associates, district officials and the general public.

  • Perform other duties as required.

 

EDUCATION AND EXPERIENCE:

Bachelor’s degree in Human Resources or related field from an accredited college or university. Master’s degree highly desirable.

 

Five (5) to seven (7) years of progressively responsible human resource experience as a director or manager, with an emphasis in organizational development, performance management, legal compliance and employee relations. Public sector experience preferred. Equivalent combinations of education and experience that provides the required knowledge, skills and abilities may be considered.

 

LICENSES, CERTIFICATIONS OR REGISTRATIONS:

Certification as a Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) is required.

 

ESSENTIAL PHYSICAL SKILLS:

  • Acceptable eyesight (with or without correction)

  • Acceptable hearing (with or without hearing aid)

  • Ability to clearly and effectively communicate both orally and in writing

  • Ability to lift and move archived records (generally under 30 pounds).

  • Ability to bend, lift, scoop, kneel, walk and sit.

  • Acceptable hand/eye coordination

  • Ability to sit at a desk and view a display screen for extended periods of time.

  • Ability to access, input and retrieve information from a computer.

 

ENVIRONMENTAL CONDITIONS:

  • Works primarily inside in an office environment

  • Limited travel to Fire District stations and off-site storage facilities

  • May work under stressful conditions at times

Last year the Fire District responded to 51,935 calls for service, covering 572 square miles with a population of 298,000, and employs 388 firefighters and 58 civilian employees.
