Common Securitization Solutions (CSS) is seeking an experienced HR Data & Analytics Analyst to join our team of talented professionals in Bethesda, Maryland.   


Established in 2014, CSS is a Joint Venture between Freddie Mac and Fannie Mae. We were established to develop and operate the Common Securitization Platform (CSP), to be utilized specifically by the Government –Sponsored Enterprises (GSEs), but architected in a manner adaptable for use by other participants in the secondary housing finance market.


The CSP is closely linked to FHFA’s Single Security or Uniform Mortgage Backed Security (UMBS) initiative.   FHFA believes the transition to the new UMBS will lead to a more efficient, resilient, and liquid secondary mortgage market.


CSS, acting as an agent for both Enterprises, issues the UMBS, tracks performance of the UMBS, calculates monthly bond payments, generates security disclosure information for investor consumption and handles security tax reports and IRS filings.   CSS performs similar functions for each Enterprise’s legacy securities.  CSS is supporting monthly issuance of $100-150 Billion of UMBS and manages bond administration on over 1 million securities with an underlying unpaid principle balance of approximately $4.7 trillion. 


CSS is based in Bethesda, MD and has a growing presence in Pasadena, CA.  We are a team of 425 employees and approximately 50 contractors.  CSS has a talented and dedicated team of securities operations professionals and a best in class information technology organization that jointly run the largest security management platform in the United States.  The CSP was developed on state-of-the-art cloud technologies and will continue to leverage these technologies to innovate the platform.

Job Information

The successful individual in this position will provide HR-related data and analysis support to HR, Finance, and other key business stakeholders. This includes supporting the design, development and maintenance of analytical tools, visualizations, dashboards, and data solutions. This position services the strategy of elevating HR analytics capabilities to optimize benefit expenses and plan offerings, connects our business users with critical HR data, and satisfies the data reporting aspects of regulatory reporting requirements

Creating these insights and driving business outcomes requires a highly skilled support person to assess, recommend, implement and maintain our Business Intelligence solutions. We’re looking for a high-performance team member who is motivated to grow, learn, and succeed in the ever-changing and dynamic environment of HR and Workforce Analytics.  The Human Resources (HR) Data and Systems Analyst is a specialized individual contributor responsible for complex data management, analysis, and reporting to support day-to-day HR related information needs.

Key Job Functions


  • Delivers independent business analysis for the human resource and finance functions for HR related data management and reporting
  • Design, develop, and create various HR reports including benefits spend reports, recruiting dashboards, HERA and other regulatory reports
  • Ensure accuracy and consistency of key data sets, reports and metrics
  • Gathers requirements for reports from business users, designs the layout, and creates new reports or enhancements to existing reports
  • Performs special projects and analyses around internal measurements and metrics to monitor HR programs and Benefits spend (e.g., employee demographics, turnover trends, data collection and analysis, internal and external benchmarks)
  • Leverages recurring and ad hoc management reporting to identify trends, highlight opportunities and risks, and drive business decision making.
  • Helps to find ways to increase appropriate transparency of CSS’s HR Data analytics  across all levels of the company



  • Bachelor’s degree in Data Management, Business Information Systems, or relevant field

Minimum Experience  


  • Minimum 5 years of human resources or HR Service Center/HR Delivery Experience
  • Minimum 5 years of HRIS or Reporting support experience to include ATS analytics knowledge
  • Minimum 5 years of HR-related workforce analytics experience
  • Strong Excel and other Microsoft Office system skills 
  • Applicants must be authorized to work in the US without requiring employer sponsorship currently or in the future. CSS does not offer H-1B sponsorship for this position.

  • Successful candidates will have excellent attention to detail while being able to work quickly and under pressure, in a dynamic, rapidly-changing environment, often navigating through ambiguity to actively define and deliver on clear objectives with stakeholders.
  • This person should be able to demonstrate excellent time management skill and the ability to lead and support multiple initiatives simultaneously.
